• Through the business structure of CMCS, Carol has worked with agencies to provide innovative and necessary solutions through a variety of initiatives that address; fund development (public grants, foundations, capital campaigns, social enterprise, debt restructuring, etc.), organizational capacity, program evaluation, administrative infrastructure, technology needs and quality improvement, etc.
• Carol has served as a technical consultant for the following federal agencies; Department of Health Services, Health Resources and Administration Agency (HRSA), HRSA’s Office of Performance Review, Substance Abuse and Mental Health Services Administration and the Centers for Disease Control and Prevention.
• She has authored several successful federal, state, local and private funding applications and/or donation requests. She is well versed in the legal, administrative, program and evaluation elements requirements of these funding agencies. She is skilled in the use of the federal GPRA database and requirements, as well as utilization of www.grants.gov and www.fedconnect.net
• Carol has advanced skills in public health planning and evaluation, including experience with designing and implementing qualitative and quantitative research instruments. Vice President of Research (AIHS) - Davis, CA
In coordination with the President, prepared the 5-day Trade Mission/Agenda and engaged foreign health leaders as speakers on relevant topics.
Worked with the US Embassy in foreign countries as well as the related foreign embassies to engage Ambassadors and local politicians in the Trade Mission.
Responsible for researching various international health systems (Spain, Chile, Philippines) and preparing documentation to educate the participants on the nuances of the health care delivery systems and health policy implications of the area.
Principal Investigator of the Cross Border Health Insurance Initiative. The Initiative brought together key public and private health care providers and insurers from Mexico and California, selected professionals and government representatives to identify issues in health care financing and delivery systems.
Was responsible for the coordination and oversight of professional contractors that focused on demand and actuarial analysis of health insurance products for cross-border workers and their families.

Managed the coordination and implementation of HIV/AIDS Education, Prevention, Testing, and Treatment programs with an annual budget in excess of 3 million dollars.

Developed Request for Proposal documents, provided oversight to the review process, and negotiated contracts with awardees.
