December 2003 - November 2011 Richmond Regional Planning District Commission (RRPDC): Richmond, VA.

Geographic Information Systems Manager (GIS)/Cartographer – Project manager on special projects for the Director of the Agency and other staff members, GIS database administrator for federal, state, regional, and local maintained files, project manager of file structure committee, program development/management of the GIS section for RRPDC. Developed and helped manage the maps that were created for various projects related to environmental planning and transportation for nine localities. Additionally duties include maintaining all GIS software and hardware, creating templates training staff, and working with rural localities on setting up GIS systems via grants. Periodically supervised interns.

August 2001 – December 2003 Virginia Economic Development Partnership (VEDP): Richmond, VA.

Geographic Information Systems Specialist (GIS)/Cartographer – Project manager of various statewide economic development mapping projects used to create maps for encouraging relocation of business prospects to Virginia. Also was responsible for and primary contact for numerous sets of statewide databases for the GIS component of the Prospect Decision Support System of VEDP.

April 2000 - August 2001: Geospatial Services Engineer - Project Manager of the Geographical Information System (GIS), designed, developed, and implemented GIS applications, database support, and mapping through ArcView 3.2 for the Air, Water, and Waste departments of VDEQ. Coordinated with local, state, and federal agencies to obtain necessary data layers for various applications.

January 2000 - April 2000: Environmental Engineer Senior - Project manager for EPA's 305(b) Bi-Annual Water Quality Assessment Report, Regulation 11 Annual Water Withdrawal Report, and other special projects assigned by the Director. The 305(b) report which was sent to Congress was related to the analysis and assessment of the water quality of water bodies within the watersheds of Virginia. Regulation 11 report was related to assessing and tracking water supply information for surface/ground water withdrawals. Provided technical support and training utilizing GIS software and VDEQ’s policies and regulations.

May 1997 - January 2000: Environmental Engineer Senior/Wetlands Permit Engineer - Team member of Virginia Water Protection (VWP) Permit Section, Project Manager for database development and special projects. Assigned Joint Permit Applications (JPAs) for wetland permits to team members based on workload. Reviewed and evaluated wetland permits for determination of environmental impacts by assessing the physical, biological, and chemical alterations to state waters. Conducted site investigations and coordinated permit processes with consultants, applicants, local, state, and federal agencies.

September 1988 - May 1997: Environmental Engineer Senior/Water Resources Planner - Project manager for EPA's 305(b) Bi- Annual Water Quality Assessment Report to Congress, Regulation 11 Annual Water Withdrawal Report, and other special projects assigned by the Director as well as database development and administration for Permit section. Analyzed and assessed water quality data and then generated a narrative summary on the water quality of water bodies in EPA’s 305(b) Water Quality Assessment report to Congress. Assessed and tracked monthly water supply information for surface/ground water withdrawals utilizing the Water Withdrawal Report (Regulation 11). Compiled data and created summary technical reports on water supply and water quality, which were published by VDEQ. Responsible for database design and maintenance of 305(b) EPA’s Water Body System (WBS), shellfish closures, VPDES facilities and monitoring stations. Designed computerized office filing system for approximately 20,000 files for the Air, Water, and Waste departments and developed guidance manuals.

Supervision (summer interns from 1989 - 1996 and again in 2000): Technical support and training utilizing GIS software and VDEQ’s policies and regulations.

TEACHING EXPERIENCE

October 2007 – March 2009 Richmond Regional Planning District Commission ( concurrent w/ full-time job)

ESRI Certified Instructor – Provide specialized training to approximately 125 county employees from the various counties in Virginia on Introduction to ArcGIS I for 9.X. Followed the guidelines and book for the ESRI Introduction to ArcGIS but also allowed students to work with data from their counties and provided examples of how they can use GIS to help them in their daily work.

January 1992 – August 2001 Tidewater Community College: Virginia Beach, VA. (*Part-time concurrent w/ full-time job)

Adjunct Professor of Geology - Instructor in Physical Geology, Historical Geology, and Water Quality for college students and for natural and environmental science courses for gifted secondary elementary students.
