Duties and Responsibilities: Standardize HSE process for projects in Afghanistan valued at over $550M. Administer HSE plans and process and support Project Managers in meeting HSE program objectives. Recruit, hire, and orientate safety staff. Initiate project site accident investigates and corrective action reports, conduct job site inspections, audits, and maintain document reporting requirements (OSHA log reports, inspection, etc.). Provide HSE feedback to Project Managers and communicate HSE program initiative and expectations to subcontractor. IAW EM 385 1-1 and OSHA, conduct education and training for 30 Hour Construction Outreach Training.

Safety Manager-Afghanistan 2010-2011

Environmental Chemical Corporation, NATO & Task Force Power Provided overall Health & Safety management in support of thirteen construction sites valued at over $500M. Supervised and trained twenty-six Site Safety and Health Officers and thirty-two Fire Inspectors. IAW EM 385-1-1, developed and implemented job specific Health and Safety plans, activity hazard analysis for work activities that presented high hazards or created exposures to workers, and conducted safety audits and work place inspections. Recommended appropriate corrective actions and documented the completion of each recommendation. Developed and instructed courses for Arc Flash hazards, Electrical Safety, Hazard Communication, Lockout/Tagout, and Personal Protective Equipment. Served as the Chief of Operations for client Boeing in support of the Missile Defense initiative and as a consultant on issues related to Department of Defense policy. Developed policy and firefighter health and safety plans to ensure compliance with Department of Defense and United States Air Force directives and regulations. Served as site safety inspector for new construction and renovation

projects.

Offshore Health and SafetyManager 2000 - 2001

Production Management Inc.-Gulf of Mexico

Safety manager and emergency response coordinator for three offshore oil and gas production platforms and processing plant. Supervised three safety officers in the construction and major renovation of production and processing platforms. Designed health and safety plan and concept of operations with coalition and joint fire fighting services within 48 hours where emergency services were non-existent. Managed operations through astute direction, administration and support of

multi-faceted operations. Developed policy, led program review/evaluation and quality assurance.

ACHIEVEMENT/ACCOMPLISHMENT:

● Developed and implemented the Health and Safety Plan and the project Accident Prevention Plan for twenty seven construction projects providing safety for over 5000 contract and subcontract personnel.

● Planned and developed the overall site Fire Protection and Safety program. Initiated a comprehensive concept of operations in the management of 167 personnel providing fire prevention and emergency services in a work environment

that involved additional risk and discomfort.

● Provided on-site risk management expertise in support of client, Boeing at Eareckson Air Station. Perform fire/safety prevention inspection, Hazardous Materials response and waste management, and recurring proficiency training.

Reduced personal injury and protected environmentally sensitive areas protecting wild life refuges.

● Developed and instructed courses in the field of hazardous materials, safety/first aid, and emergency management to over 300 personnel annually to ensure compliance with OSHA, NFPA and Air Force Instructions saving the United

States Air Force over $200K annually.

● Managed department functions including strategic planning, budget administration, facilities management and quality assurance by developing policy and appointing department heads to monitor assets that exceeded the million-dollar range ensuring

efficient operations.
