SUMMARY OF EXPERIENCE

Ms. Pannell has successfully served as Chief Operations Officer of an environmental firm since 2002. She brings 25 years of experience in all aspects of environmental consulting, including Phase I Environmental Site Assessments, Phase II Subsurface Investigations, Phase III Remedial Project Oversight, Remedial Investigation/Feasibility Studies, Superfund Site Clean-up and Case Closure. Ms. Pannell’s extensive experience in the industry has given her comprehensive knowledge of environmental regulations, laws, and remedial applications technology, which she applies on a daily basis. Ms. Pannell’s clients have included the U.S. Navy, the U.S. Army Corps of Engineers, various oil companies, lending institutions, and private sector individuals. Her projects have ranged from investigations of a single site underground fuel tank leak, to the technical coordination for a Superfund site, to conducting scientific research on regional geologic conditions affecting a major US military installation.

Project Director. Responsible for all aspects of a project for a non-profit organization specializing in a new type of interactive play called ritual theater.

PIERS Environmental Services Inc., San Jose, CA 2002-2009

Chief Operations Officer, and Member, Board of Directors. Specializing in Phase I Environmental Site Assessments (ESA) for lending institutions, and City, State and County clients. Provided turnkey, cradle-to-grave environmental investigation/remediation for private sector clients. Responsible for daily operations of environmental firm. Quality Control Manager/Site Safety and Health Officer. Assured compliance with contract, local, state, and federal regulations through QC plans and audits for multiple national sites under US Army Corps of Engineers (USACE) contracts. Provided oversight of project site health and safety program and of soil sampling and analysis for environmental and remedial activities. Projects included industrial landfill remediation, leaking underground tank investigations, asbestos and lead abatement, unexploded ordinance disposal (UXO) sampling and analysis. PRC Environmental Management, Inc., San Francisco, CA 1992-1995

Technical Coordinator and Project Manager. Technical coordinator for Navy CLEAN remediation strategies for Operable Units at Concord Naval Weapons Station (CNWS), including remediation of a wetland environment and removal of unexploded ordnance. Trained in ionizing radiation monitoring techniques. Performed radiation survey of Mare Island Naval Station and an industrial landfill at Hunters Point Annex, Treasure Island, under Navy CLEAN contracts for WESTDIV. Provided technical audits for military installations under various Navy CLEAN contracts. Financial budget management for $13M contract for Hunters Point.

Engineering - Science, Inc., Alameda, CA 1991

Senior Geologist. Initial site assessments (ISA), including site research, regulatory agencies file searches and data syntheses. Interaction with regulatory agencies and familiarity with local, state, and federal hazardous waste legislation, ordinances and guidelines. Performed groundwater quality analyses at semiconductor industry CERCLA sites and at US Air Force Installation Restoration Program (IRP) sites.

Exceltech, Inc., Fremont, CA 1988-1991

Project Geologist. Provided petroleum industry clients with initial site investigations, including contractor supervision during groundwater and vadose monitoring well installation and soil gas surveys, definition of soil and groundwater contaminant plumes, supervision of soil aeration remediation, data synthesis and report preparation. Supervised and trained Exceltech’s field technicians. Developed in-house software to track sample technician jobs.
