Director of Power Resources 2007-Curent
Vero Beach Municipal Power Plant is a generating station with five units and a gross output of 155 MW.
The City of Vero Beach is located in east central Florida. Vero Beach occupies a land area of 45 square miles which has little potential for expansion. Vero Beach is a commission-manager form of government and provides a full range of services, including police, fire and rescue, street construction and maintenance, planning and zoning, parks and recreation, electric, water and sewer service, solid waste collection, and storm water management services.
Duties and Responsibilities as Director of Power Resources
• Accountabilities include, but are not limited to, the management of and the direction for all Power Plant activities. Responsible for administrative duties for the City of Vero Beach Municipal Power Plant.
• Responsible for my departments input in the development of the budget and responsible for long term facility planning.
• Review and evaluate power production methods and associated power production systems.
• Compliance Officer of record for the City of Vero Beach Municipal Power Plant listed with the Florida Department of Environmental Protection, and the United States Environmental Protection Agency.
• Responsible to provide direction to staff for the operation of the facility in coordination with power purchase agreements and gas contract obligations.
During my twelve-year tenure with the City of Vero Beach Power Resources Department my team maintained the Electric Utility in a manner consistent with prudent utility practices.
Major Accomplishments:
1. Reduced Operating Expenditures by 10% each year for the last two budget years.
a. Member of a team that successfully negotiated a new power supply contract:
i. Updated technology and software programs to improve workflow and reduce staffing needs.
ii. Reviewed Job Descriptions-increasing individual job responsibilities and consolidation of similar functions.
iii. Redefined the Maintenance Management program so that work orders were processed and tracked in a more efficient manner.
iv. Reorganized and streamlined Power Resources Operations and maintenance creating a Lead maintenance position.
b. Flattened the organization and focused the organization on service needs including:
i. Reduced total personnel by 28 positions through attrition and retirement.
ii. Eliminated excessive overtime with shift scheduling and part-time positions and effectively used cross training to improve operations.
2. Negotiated a solution with DEP/EPA to resolve utility issues.
3. Designated Representative for the City of Vero Beach with EPA.
4. Developed standard operating policies and procedures for proposed municipal power plant operation.
5. Reduced the Electric fund budget of $110 million to the current Electric fund budget of $70 million.
6. A member of the team that successfully negotiated a long term power supply of capacity and energy for the City of Vero Beach.
7. Developed many of the City’s Power Resources Emergency Plans and annual training criteria.
8. Reorganized and downsized to address revenue shortfall, develop a more efficient organization, eliminate bureaucracy, and create faster response and service times.

Duties and Responsibilities as Manager of Support Services
• Accountabilities include, but are not limited to, the supervision of all daily laboratory operations, plant operations, maintenance activities, environmental compliance and permitting, safety, emissions monitoring, and other administrative duties for the City of Vero Beach Municipal Power Plant.
• Responsible for my departments input in the development of the budget and responsible for long term facility planning giving input to the Power Plant Director.
• Involved in the development of employee performance standards so that the standards are in agreement with the Power Resources Mission and Goals.
• Facilitator for Power Resources in the interdepartmental process improvement opportunities including but not limited to maintenance management/inventory program, standard operating procedures and strategic planning and North American Electric Reliability Corporation compliance.
• Relief duties for the Director of Power Resources when he is absent from the Power Plant. A contributing member of Power Resources Senior Management Team.
• Hurricane Response Team leader, current HAZWOPER Incident Commander, current Qualified Individual responsible for emergency response to any discharge that should occur at the Power Plant or in the City of Vero Beach.
• Contact person for Federal, State, and City the Regulators.
Major Accomplishments:
1. As an active member of the Florida Coordinating Group (FCG) Environmental Committee and Florida Coordinating Group (FCG) Air-Sub. Committee composed of utilities throughout the state of Florida we successfully lobbied for fair environmental regulations with the Florida Department of Environmental Protection.
2. Presented a paper on the environmental Brownfield site located in Vero Beach at the annual APPA Engineering and Operations meeting.
3. As Chairman of the Environmental Systems Corporation (ESC) Users Group we successfully negotiated a reporting format for environmental reporting to the EPA Clean air Markets Division. This group of environmental professionals is composed of investor owned, municipal and cooperative utilities nationwide. ESC has the utility market share for environmental reporting software.
4. Team leader during the hurricane recovery process for the City of Vero Beach Power Plant. Vero had two hurricanes in 2004 hurricane Francis and hurricane Jeanne within two weeks of each other. Both hurricanes inflicted catastrophic damages to the City’s resources.
5. Qualified as Hazardous Waste Operations Incident Commander.
