Information Technology Director

Develop, execute and support all IT planning and operations for this $160 million billing company with 8 branch offices. Full accountability for the overall strategy of technology acquisition and integration required to process more than 200,000 billing accounts and support 170,000 High Speed, Telephony and Video subscribers. Manage vendor relationship, perform risk assessments against planned milestones, manage capital expenditures and coordinate external dependencies. Oversee a $6.0 million operating and capital budget and 20 multi-tiered professionals. Create a technical vision for the company and plan the implementation of new technical projects and product lines. Establish the company’s technical vision and leading all aspects of the company’s technology development. Provide leadership in the development and implementation of short and long-term technology plans and related policies and procedures. Anticipate significant system and industry changes, presenting information and analysis to facilitate a proactive approach to problems and opportunities. Identify, evaluate, and recommend appropriate new technologies for company.  Improved the availability of the service by developing and managing a program to eliminate single point of failures of the network achieving a 99.98% of network availability.

 Delivered a 15% reduction in data center operating costs by renegotiating service contracts, reducing staffing requirements through process simplification, evaluating alternative support and maintenance providers, and reducing annual cost of providing desktops services.

 Chose and managed the complete replacement of a new Provisioning System for the company (the heart of a broadband operation company) in a record time: 4 months, without major disruptions or downtime for the customer base.

 Planned and defined the architecture and managed the migration for the VOD (Video on Demand) services in a record timeframe of 6 months.

 Planned and defined the migration architecture for the Voice over IP service. This involved defining a new integration with PSTN providers and integration with provisioning and billing systems. This was deployed in a record time of 9 months without any service interruption for the customer.

 Installed WAN between 8 branch locations while facing severe constraints of facility engineering. The completed project improved administrative efficiency by more than 40%.

 Led the organization through a series of upgrades to capitalize on emerging technologies and application enhancements, including the replacement of obsolete systems with new LAN/WAN technology.

Scope of responsibility was diverse while managing IS projects for this Pay-TV and Broadband Internet provider company. Played a major role in allowing the company to move from a unique service line (Pay TV) to a new business line (Broadband Internet over Wireless platform)

 Developed and implemented bold and aggressive IT plans and policies to support a new business line and reorganization that achieved every goal well ahead of schedule and approximately 20% under budget

 Revamped IT capability by replacing incompatible and out-dated systems, hardware and software with cutting-edge technology capable of meeting the organization’s most demand objectives.

 Initiated successful internal change management programs supporting technology advances, modifications to existing work processes, and realignment of supervisory management teams.

 Managed the implementation and migration of a Billing and Customer Care System at of one of the Company’s subsidiaries. The project was developed in a record time of 6 months.

 Defined and prospect new businesses models for the Broadband Internet services in through Data, Video and Voice solutions over a MMDS network

 Designed the data model and managed the development of OSS tools to support the business network management needs. Those software tools saved an expressive amount of money for the company and turned possible new commercial actions

IT Manager (1998 to 2002)

 Designed the data model and managed the development of a MIS/ERP (Customer Relationship Management and Billing), called SapiensNet. This system controlled all the processes of a PayTV/Internet company providing decision-making tools for managerial and operational levels. This project saved approximately $1 million of implementation costs and about a $120,000 yearly maintenance cost. This system was adopted and implemented afterwards at one of the Companies’ subsidiary in South America.

 Migrated from a Novell to an NT platform reducing hardware costs and streamlining network communication

 Designed the data model of a software that interfaced between the Internet Wireless Technology and the Management Information System for PayTV companies saving major investment on such a platform.
