Department Manager, Senior Program Manager, Business Developer
Department level management of C5ISR System Operations and Maintenance for European Operations within Germany, Italy, Bosnia, Africa and Southwest Asia. Directed over 100 staff members located in five countries, with a total of $25M in annual P&L. Led and won SSES contract task for post production software support for Intelligence Systems (DCGS-A, IMETS, and DTSS) operations for CECOM’s Software Engineering Center – Huachuca. Served as an Executive Business Developer and Capture Manager for DoD programs with contract values of $300M. Developed and managed a $500M pipeline.
ACHIEVEMENTS:
• Held full accountability for Northrop Grumman ITES-2S contract, revised task order processes and restructured and consolidated the Program Management Office .
• Directed the bid and proposal effort, and assisted the corporation in winning one of the company’s largest and most diverse programs within the European portfolio.
• Led and grew the European contract from 59 to over 100 technical support staff in five countries, including Germany, Italy, Bosnia, Africa, and Southwest Asia. Selected as a Program Manager and Department Manager for the European C5I Systems Support contract. Oversaw contract operations for the entire theater, which included five austere and hostile fire areas of operations.
• Sourced and secured more than $100M in contracts by serving as Executive Business Developer, serving as a Capture Manager and Transition Manger for large intelligence, CYBER/IA/CND and Information Technology Systems operations programs.

Served as bid PM and subsequently Senior Program Manager for the Army’s largest Information Technology and Enterprise Services IDIQ contract. ACHIEVEMENTS:
• Led the theater’s Microsoft Exchange/bridgehead network fielding and expansion of the theater’s network to Army CUITN standards.
• Provided state of the art CUITN implementations for both NIPRNET and SIPRNET in support of the military communities throughout Europe.
• Led the network architecture development and implementation effort during Operation Joint Endeavor in Bosnia.
US ARMY – Europe DCSINT, Heidelberg, Germany 1992-1995
Program Manager for the Warrior All Source Intelligence processing system. Intelligence system, network communications and Simulation and Modeling architect for the USAREUR DCSINT.
Warrior – Program Manager for the European theatre’s deployable automated intelligence processing system.
ACHIEVEMENTS:
• Fielded over 125 Warlord Notebook systems to the Theater’s Echelon Above Corps and V Corps intelligence units and C4I system integration throughout Europe.
• Managed a $2M annual O&M budget, a team of hardware and software support contractors and served as the government representative for all new software development requirements, testing and validation and version releases to field units.
• Project Manager for the Deputy Chief of Staff for Intelligence, Deployable Intelligence Support Element (DISE). Responsible for the design, engineering, installation and fielding of the a deployable network system to support units deploying into Bosnia.
• Designed, managed the implementation and received a CINC USAREUR commendation for flawless execution of the Atlantic Resolve 93/94 Intelligence systems, communications and simulations architecture.
US ARMY – Intelligence Center of Excellence and Fort Huachuca, AZ 1988 - 1992

Responsible for ensuring user requirements were included in future development, fielding, new equipment training and support of the All Source Analysis System. Provided oversight and managed the development of the software documentation, New Equipment Training materials, and ensured the ASAS system software passed the End User and Force Development testing at Fort Hood. Army SME and Technical Point of Contact to the Jet Propulsion Laboratory/Martin Marrietta software development team. Appointed by the Commanding General to manage and oversee the completion of the ASAS training facility, now Rowe Hall at Fort Huachuca, AZ.

Provided day to day oversight, personnel management and administration and ensured quality of life for 300 personnel in a military organization. Responsible for mission and installation support for 35,000 military and civilian customers on Fort Huachuca.
Chief, Tactical Intel Fusion Branch, Directorate of Training and Doctrine 1989 – 1990
Managed, scheduled and provided personnel management and administration for a 20 person ASAS NET team at Fort Hood. Led course development, system testing and New Equipment Training, and fielding support of the ASAS system to Army units worldwide. R&D team member for the IEW test bed that developed the Hawkeye system that was deployed to Operation Desert Storm and Desert Shield.
