Developed, coordinated and refined internal and external client and contract service procedures to ensure continuous process improvement and cost control. Duties: Responsible for contract administration, sourcing and negotiation of major components of the armored security vehicle (USMC) and the research and development of the Navy T-Craft (Phase II). Implemented LEAN manufacturing programs with key suppliers.

8-2003 to 8-2005 Senior Subcontract Administrator

Northrop Grumman Ship Systems, Avondale, LA

Duties: Responsible for the contract administration, sourcing and negotiation for twelve (12) Navy LPD 17 class Amphibious Assault Vessels. Total contract value 30 million dollars per vessel. Responsible for the contract administration, sourcing and negotiation for the Millennium Tanker. Total contract value 7 million per vessel.

5-2001 to 8-2003 Operations Manager

Ocean Services, LLC, Gulfport, MS

Duties: Managed the Gulfport Mississippi Vessel Support Operations for Ocean Services including crewing, logistics support and all regulatory requirements for all fleet vessels (over 500 gross tons).

Successfully administered the construction of wharf area and ship access areas to expedite the load and unload of vessels. The total operating budget was in excess of 60 million dollars annually.

3-1997 to 5-2001 Owner/Marine Surveyor

Compass Marine Surveyors/ Consultants, Eastern Caribbean, and Gulf Coast States

Duties: Performed condition, valuation and safety surveys for various seagoing vessels. Served the US Coast Guard and the Virgin Islands Search and Rescue as well as private commercial interests as customers.

10-1994 to 3-1997 Materials Manager

Duties: Managed, controlled, budgeted, and planned varied inventories valued over $75 million. Developed comprehensive procedures for procuring, receiving, storing, controlling, and disbursing materials to various operating entities maintaining the lowest possible inventory cost while fully supporting the operational needs and goals of the company. Administered contracts to renovate warehousing facilities (500,000 Sq. ft.) and systems. Administered contracts to upgrade and/or replace the ships fueling pipeline, the new construction/rehab of base housing, and the rework of Air field lighting and taxi ways. Duties: Successfully managed up to 15 Buyers, Subcontract Administrators and clerical staff in the procurement of materials and commodities as well as the negotiation of various subcontracts for construction or component fabrication for the U.S. Navy LCAC.
