Project Supervisor Construction Coordination
Responsibilities: Maintain temporary roads and build over 20 miles of new primary and secondary roadways – allowing the building of all plant design-build facilities in a state which has the highest rainfall in the contiguous United States. I lead the investigation of best road paving type material for the operational needs of the facility and determined Roller Compacted Concrete (RCC) be used to build all the roads. In the course of managing my primary assignment my talents were recognized and additional responsibilities were assigned: all storm water drainage systems for a 1500 acre plant foot print on a 3600 acre site; building, assigning, maintaining and Managing over 300 acres of storage areas for 30,000+ crates of equipment and parts to be incorporated into the plant; building, Managing, maintaining and assigning parking facilities for the 8000 employees(peak) and contactor provided busses; close out contracts at newly constructed river terminal and prepare for additional expansion under my supervision; build haul roads for product delivery to facility railway project; supervise building of initial railway system in preparation of $40 million in plant railway project; select, purchase, and install certified product for sale scale systems for the facility. Allocated adequate resources to the work force so that they have the best possible chance of achieving project goals. Review all incoming paperwork from the field for accuracy, completion, and consistency. Evaluate the effectiveness and performance of field personnel and their crews. Represent the company in meetings with the owner, architects etc. Successfully managed the work to eliminate future rework, which had become the norm rather than the exception.

Project scope: Removal and replacement of existing bridge destroyed by hurricane Katrina. The two plus mile span over the water was a design build multi-lane trestle bridge with elevated approaches. The new bridge has four 12’ wide lanes (two in each direction) separated by a concrete median barrier, with an 8’ wide inside shoulder and a 10’ wide outside shoulder. It features a 12’ wide shared use path for pedestrians and cyclists alongside the eastbound vehicle lanes. The new structure provides 85’ of vertical clearance to accommodate marine traffic.

Responsibilities: Successfully Managed total field construction effort to ensure project constructed in accordance with design, budget, and schedule. Managed all onsite field activities including site preparation, land management/acquisitions, coordination of equipment, materials, and supplies, as well as interfacing with owners site representatives, architect representatives, subcontractors, utility owners and all sub-contractors.. Assisted the engineering staff by providing direction to planning, scheduling, engineering, and accounting functions on the project. Represented the project at town meetings and media events as well as maintained an excellent relation with District Chief of Staff, Beau Gex for Congressman Gene Taylor and his constituents. Project Structures Superintendent
Responsibilities: Successfully reorganized all field structural work to ensure the successful completion of the project. Productively managed all labor and equipment necessary for a project of this size. Responsible for all segment handling, erection and repair, post-tension stressing and grouting, utility installation, cast-in-place concrete and finishing operations, sheet pile coffer cells and concrete pile driving. Managed planning and scheduling well beyond the typical “three week look ahead.” Provided much of the driving force that brought the Team to a ZERO ACCIDENT status for over TWELVE months.

Project scope: Construction of dual underground Light & Heavy rail stations in the heart of the financial district.
General Superintendent
Responsibilities: Managed night operations in downtown Los Angeles for more than 3+ years; received Granite Construction’s Exceptional Performance Award two consecutive years, recipient of Courageous Citizen Award from the LA County District Attorney. Planned, scheduled and constructed the cut and cover stations to a depth of approx. 100’. Supervised installation of major equipment including a High Angle Conveyor for removing spoil (vertical lift of material up to 9 inch minus), installation of soldier pile and street support systems, relocation of and support of all utilities and structures., and covering it all back to normal when completed.

Project scope: 11-mile repair/reline of reinforced concrete pipe, using pre-collapsed steel can liners inserted into the existing pipe, then expanded and welded together. The annular space was then grouted, pipeline closed and tested. Installed new cathodic protection system.

Helms Pumped Storage Project, Pacific Gas & Electric Company, Fresno County, CA.
Project Cost: $988 MM
Project scope: Construction of an 1125 MW underground pumped storage powerhouse in the Sierra Nevada’s, elevation 5,000 to 10,000 feet.
Project Superintendent
Responsibilities: Promoted from the following positions: General Superintendent, Equipment Superintendent, Equipment Administrator, and Hydraulic Equipment Superintendent. Throughout the course of the project (approx. 8 years) I managed all the equipment, all the Union mechanics, operators and teamsters, and the scheduling of maintenance and logistics for all the equipment and small tools; managed purchasing/warehousing, fuel delivery and disbursement control on a project with 2,500 employees at peak. Managed the maintaining of 100+ lane miles of roadway maintenance and snow removal to ensure access to and from the project 24 hours per day 7 days a week with annual snowfalls exceeding 30 feet. Responsibilities: .Project needed a total reorganization of field operations, the establishment of planning, scheduling, and the establishment of a chain of command. By managing these changes and numerous others, the project was able to realize increased production and quality, increased safety awareness and lower incident rate, improved morale, and reestablished rapport and credibility with Florida DOT and CEI, the Washington Group. (With the terminal illness of owner and founder, Mr. Les Marino, and repercussions at the “Big Dig”, company finances forced the elimination of Modern Continental SOUTH.)

Responsibilities: Reassigned from Florida operations to manage operations that were seriously in arrears. Developed a business plan and instituted a strict accounting system for payroll, material acquisition, quantity reporting, and disbursement of funds. Greatly improved division’s financial position by implementing a stringent safety program, establishing operations control, reducing costs and increasing production.

Project scope: Establish a new branch of a company in an area saturated with competition.

Responsibilities: Assisted Florida General Manager in establishing $84 million in contracts in first year of operations. Designed and implemented the most successful safety program in Jones Bros., Inc. Managed the review, analysis and implementation of all pre-bid, post- bid, pre-contract and project start-up specifications, contracts, major purchase, etc.

Douthat State Park, near Clifton Forge, VA
Project Cost: $2.3 MM
Project scope: Up-grade an earthen dam built by the CCC to current safety standards. Remove 50,000 cu. yds. of soils from dam face and install Roller Compacted Concrete (RCC) overtopping. Replace soil over RCC, reseed, rework existing stone faces with architectural concrete and modify to look like existing weathered stone. Installation of box culvert bridge and numerous environmental upgrades.
Project Manager
Responsibilities: Managed RCC Dam repair/upgrade, including various intake and discharge structures, pressure grouting and repair of original concrete and adding new architectural concrete to match original design. Completed this time-constrained project ahead of schedule and well below budget, maintaining an excellent safety record - zero lost time accidents or injuries.
Smith Lake Dam Expansion, Stafford County, VA
Project Cost: $8 MM
Project scope: Existing dam retrofit/expansion including new drinking water intake structure facility and appurtenances, new emergency spillway and repair of lake center concrete control structure and gate hydraulic systems. At the time the largest RCC project west of the Mississippi river. Project also included raising lake elevation, hundreds of acres of clearing and wet-land mitigation.

Responsibilities: Established the operation by controlling the schedule, planning and delivery of materials and assigning the necessary tasks in harmony with the abilities of field personnel. This technique allowed me to push the project to finish with cost savings and advance to Project Manager.

Project involved cast-in-place low headroom pile and repair/replacement of existing pile and structures and remodeling of lower building levels.
