Manager Contract Administration

Responsible for Prime Contract and Subcontract Negotiation, Award, and Administration as well as Bid Proposal preparation and submission to the Contracting Officer in order minimize risk to the Corporation and to ensure compliance with FAR regulations and other regulatory requirements for U.S. Governmental, State Governmental and Commercial Contracts. The financial impact of contracts under administration was in excess of $250mm. Held Contract Signature Letter of Authority for $25mm.

• Transferred to Baghdad, Iraq from 1/7/08-12/22/08 to negotiate a $125+mm Prime Cost Plus Award Fee Life Support Contract including an $18mm Firm Fixed Price Engineering, Prime Power and Construction budget. Contract negotiations provided increased annual revenue of $3.2mm for the company due to a negotiated 3.5% profit for capital procured items and an increase in the LOE from 64 to 72 hours per employee. Negotiated, Awarded, and administered all Subcontract requirements utilizing International Construction and Engineering Firms. Prepared and submitted all proposals for the FFP Construction Projects to the Contracting Officer and managed the resultant Task Orders. Maintained responsibility for the review, approval and submission of the monthly Life Support invoices.

• Successfully negotiated closure on 4+ year old U.S. Government claim resulting in payment of $1.1mm plus interim interest. In addition, negotiated closure on three 1+ year old contracts resulting in unplanned revenues of $310,000.

Due to consolidation of Contract Management in the Cape Canaveral, Florida Corporate Headquarters, the Irmo, SC position is being eliminated.

Senior Contract Analyst

Responsible for the review and approval of Environmental, Nuclear, General Business, and Strategic Sourcing Contracts with emphasis on balancing risk reduction and facilitating ongoing client business operations and ensuring compliance with Governmental Regulatory and Sarbanes-Oxley reporting requirements. Functioned in concert with Staff Attorneys to support the business activities, improve customer service and processing timelines, reduce contract development cycle time, and assist in reducing outside legal expenses.

• Developed Contracting process for Engineering Design and Remediation of municipal gas plant site cleanups of benzene and other toxic materials in South Carolina and North Carolina. The process was subject to the approval of EPA as well as the North and South Carolina Health and Environmental Control Agencies.

• Negotiated, approved, and implemented American Institute of Architects (AIA) Contract Forms for Corporate Engineering and Construction projects resulting in improved latent defect coverage and reduced contract approval cycle time.

• Assisted Corporate Strategic Sourcing in contract negotiation for key major suppliers.

• Assisted Corporate Environmental Services in negotiation for hazardous waste disposal contracts.

Senior Purchasing representative for raw material and other procurement requirements.

• Selected as the Senior Purchasing Representative for the startup of the West Columbia facility which was to be the world’s largest Premise Fiber manufacturing facility.

• Negotiated raw material contracts and agreements that resulted in cost reductions of 13%-33%. These contracts represented 70% of the total product manufacturing costs, and resulted in bottom line savings of $553K in 2000, and $280K in 2001. The 2001 cost savings were projected to be in excess of $1M, but due to the decline in the telecommunications industry, the target was not attained

• Negotiated and managed out- sourced sub-contracting program for a complimentary portion of the product line. This strategic program allowed Marketing to offer a turnkey product line to the customer. As the program developed, cost reductions of 15%-20% were negotiated, resulting in a cost savings in excess of $150K.

• Designed new packaging system for product shipping, allowing a change in the mode of transportation and a 25% reduction in product shipping.

• Served as Divisional Team leader for a three year $15M cost plus construction contract for facilities in SC and NC. Negotiated first year savings for the Columbia facility of $111K and $56K savings for the Richmond, VA. facilities.

• National Strategic Alliance Leader for the Corporate Paint and Coatings Team. Increased leveraged spend from $400K to $1.2M while maintaining required productivity goals of 7%. Held pricing firm for over four years through the use of Supply Chain Cost Analysis.

• Negotiated a multi-site contract for the purchase and reclamation of process heat transfer fluids. Due to planned conversions, this agreement generated savings of $385.2K for the Columbia site.

• Participated on the Carpet Fiber stretch wrap cross-functional team. The purpose of this team was to reduce packaging cost and reduce or eliminate waste disposal cost for the customer. This team reduced the annual packaging cost from $837.8K to $491.5K or savings of $346.3K.

Walt Williams, as Contracts Manager for the Global Operations and Logistics, Irmo, South Carolina office of IAP Worldwide Services, Inc., has reported directly to me for the past two and a half years. As Director of Contracts in a decentralized contracts organization, I appreciated Walt’s ability to work independently, his determination to bring open issues to a satisfactory conclusion and his willingness to keep management involved and informed.

Walt impressed me by assisting in the resolution of a $2M claim; negotiating a $125M Cost Plus Award Fee contract for work in a foreign location; resolving several over-aged open account receivables; and coordinating contract file transfer to an automated document tracking system. Walt, with very little notice, willingly deployed to Iraq for an extended tour to temporarily fill a vacant critical contract position. I found Walt to be honest and trustworthy, enthusiastic about the work, even when faced with difficult challenges, willing to do what it took to get the job done for the benefit of the team and the company, and a joy to work with.

Walt’s strength is his extensive experience in the procurement profession.
