PROFESSIONAL EXPERIENCE

US Army Corps of Engineers, Seattle, WA 2010-Present

Operating Project Manager – GS-0401-13 (Present)

Directs, supervises, schedules, and coordinates the operations, maintenance, administration, and management of all features and facilities located at Mud Mountain and Howard Hanson Dam Project Offices. Responsible for planning maintenance activities, scheduling jobs, materials, and manpower for performance and for reviewing work completed. Plans, coordinates and directs the execution of the Environmental and Natural Resources Management Programs. Interacts and meets with other Federal and State agencies for all Air, Environmental, Health, and Safety issues. Conducts frequent EH&S Program reviews, audits, and inspections of two work sites and follows up with regulatory agencies. Participates and leads cross-functional teams to ensure safety is a part of the project culture.

Major Contributions:

• Successfully planned and programmed the projects FY11 Budget of $6.8 million dollars with a 97.5 percent obligation rate.

• Implemented the Project Safety Committee and monthly safety training program at both projects.

• Lead the implementation of the Facilities, Equipment, and Maintenance (FEM) system for both projects.

• Resolved long-standing communications issues with Project Delivery Team members; effort led to more open communications, less acrimony, and work being accomplished on time.

502nd Air Base Wing Joint Base San Antonio, TX. 2010-2010

Managed and maintained technical excellence for all environmental programs for the 502nd Air Base Wing and all sub-installations. Provided focused programming and budgeting support in all environmental programs. Collected and collaborated with Army and Air Force counterparts to write environmental programs which combined Army and Air Force regulations together to create fluid environmental policy. Initiated, developed, and set specific objectives, and evaluated performance for all counterpart 502nd Air Base Wing sub-installation environmental managers responsible for interpreting and assuring environmental programs were executed to meet pertinent public laws, directives, and regulations.

IMCOM Ft. Sam Houston, TX. 2008-2010

Served as the Natural Resource program manager; duties include ensuring the biological integrity of critical habitat. Coordinated with other armed services and stakeholders to review all proposed actions requiring NEPA review to include EA's or EIS's. Worked with the State Historical Preservation Office, Edwards Aquifer Authority, US Fish and Wildlife Service, and other stakeholders to ensure historical, biological, and encroachment issues were investigated and mitigated. Provided budget requirements to the Environmental Division Chief for all Natural Resource and Environmental contracts.

Major Contributions:

• Drafted and submitted a pre-proposal to research Red Imported Fire Ant management applications on Camp Bullis which has been selected for finalization by the Legacy Program. Research will explore cutting edge management applications which would apply Army wide and reduce management costs by 50 percent.

• Completed two Six Sigma projects for the DPW which lead to a cost avoidance of $200,000 per FY.

IMCOM Ft. Sam Houston, TX. 2007-2008

Served as the Environmental Management System (EMS) manager/coordinator and Army Leadership in Energy and Environmental Design (LEED) Program manager; implemented and maintained all levels of EMS throughout installation.

Major Contributions:

• Re-established Environmental Working Group.

• Revised EMS Users Guide and submitted for approval by Installation Commander.

• Developed base’s first EMS website and created monthly e-newsletter for distribution across FSH/CB.

• Revised and updated Recycling Program and Waste Hauling Contract.

• Worked with installation Master Planner on development of comprehensive Transportation Management Plan.

Murakami Manufacturing, Campbellsville, KY 2007-2007

EH&S Manager

Responsible for the EH&S program for a mid-sized automotive facility which included plastic mold injection, electronic component assembly, mirror manufacturing, and paint operations. Ensured that the facility complied with all applicable OSHA, EPA, and State environmental, health, and safety regulations.

Major Contributions:

• Set up the facilities first Safety Committee and facilitated meetings.

• Revamped the entire facility Hazardous Material/Waste inventory, monitoring, and disposal operations to ensure it met current federal, state, and local regulations.

• Collaborated with Division Managers and walked the floor to gain employee buy-in for the EH&S program.

CSA, LTD., Camp Arifjan, Kuwait • 2006-2007

EH&S Assistant Operations Manager (2006-2007)

Administered environmental, quality assurance, quality control, and ISO 9000 projects and programs for primary services contractor for all armed forces in Kuwait. Supervised staff of Quality Control/Quality Assurance, ISO 9000 Administration, Property, and Environmental/Health specialists.

Major Contributions:

• Created policies and program details for Fleet Vehicle Management, Awards, Property Control, Professional Development & Training, Budget, and Supply areas.

• Identified $400,000 in lost man hours, unpaid citations, and accident claims by developing and implementing Six Sigma approach to traffic and safety issues to facilitate recovery of funds.

• Recommended $800,000 savings program. Identified feasibility of using solar-powered lighting.

• Re-designed website and established media campaign to promote environmental stewardship.

Lead Compliance Auditor (2006)

Established company’s environmental auditing program and carried out program development and management. Authored audit reports and carried out audit facility planning.
