Professional Highlights
• Directed a HIPAA transaction and code set validation effort on five core financial systems for the John Muir/Mt. Diablo Health System, a $1Billion multi-site health enterprise, involving third party certifications and several application upgrade sub-projects. All Patient Financial Services systems were billing and accepting remittance advice using ANSI 4010A protocols at least one month before the federally mandated start date.
• Managed the integration testing effort and provided project management support for the Kaiser Permanente Bad Medical Record Number Project. This noteworthy, two year effort included significant change in the Patient Demographics application and various degrees of change in thirteen associated applications on both IBM and Tandem platforms.
• Directed a two-year Y2K testing and remediation effort for the John Muir/Mt. Diablo Health System, including all biomedical, infrastructure, clinical and financial software systems and platforms. A contributor to the initial HIPAA evaluation for the health network.
• Designed, developed, promoted and delivered a software application that provided daily, automated service level agreement reporting for multiple clients in unique formats as dictated by individual contracts in an outsourced data center environment. This system was estimated to save 8200 person hours annually.
• Reduced on-site staffing 58% in conjunction with a $20 million per year outsourcing contract.
• Successfully managed 11 active publishing accounts with three concurrent software system upgrades.

California Prisons Health Care Services 11/2008 – 5/2009
Program Manager, Imaging & Radiological Services
Engaged to roll out new imaging protocols and equipment for thirty three adult prison institutions within the State of California. This initiative will establish an executive management structure and fill defined staffing positions across the State to meet the Receiver’s mandated minimum levels of access to services. The purchase of medical imaging equipment in all modalities, and centralized RIS & PACS systems are planned for implementation as part of the rollout. This initiative is budgeted at $200+ million over a three year horizon. (Initiative on hold due to State’s fiscal crisis - contract)
Kaiser Permanente 9/2007 – 11/2008
Program Manager, Revenue Cycle National PMO
Engaged as one of a team to create a portfolio management office for the Revenue Cycle strategic business initiative. This office will support and fund all activities within the Kaiser enterprise related to revenue cycle. This initiative has a $200+ million dollar budget projection. (contract)

Vice President, Finance & Administration
Senior management team member of a healthcare focused consultancy specializing in managed care claims adjudication and reporting. The company delivers both services and products. Results:
• Successfully developed and sold advanced auto adjudication applications for use with managed care systems. These applications dramatically reduce pended claims with minimal cost impact.
• Qualified on AnyDoc Software applications and installed/implemented process for use of these tools.
SpinAway Technologies, Inc. 7/2000-4/2001
Senior Project Director
Reporting to the President and CEO. Initial responsibilities included development of practice standards and large account management for this funded eBusiness start-up. Engaged with an international mutual funds management company to create an inward and outward looking enterprise portal. Results:
• Delivered fully functional Sales Force Portal prototype in an eleven-week time frame.
State of California, Dept. of Health Services 5/2000-7/2000
Senior Management Consultant
Short term engagement for Logicon Advanced Technology, with IV&V oversight on the DHS Medi-Cal MIS/DSS program. Engaged to conduct a Traceability and Compliance Analysis of the entire program during the fifth and final phase of this $50M program. The Analysis was for presentation to the Program Chief and Medstat, prime contractor on this program. (Contract engagement)
Epsilon Software Development, Inc. 2/1998-4/2000
Vice President, Integration Services
Reporting to the President and CEO of this three-year-old, $3 million software development and services company. Responsible for multi site management of consulting staff engaged in the healthcare arena. Activities included business development, HIPAA practice development, client/account management, contract negotiations, consultant recruiting/development and general management duties.

Responsibility for creation, rollout and implementation of Year 2000 compliance testing for this $1 billion health system. Assignment included all Biomed, platforms, applications and facilities infrastructure testing for two hospitals, the data center and medical offices in the network. Participated in initial HIPAA analysis program. (Contract engagement through Epsilon Software Development, Inc.)
MCI Systemhouse 9/1996-1/1998
Project Director
Operating out of the Napa Valley Outsourcing Center, a 151,000 sq. ft. facility with 65,000 sq. ft. of raised computer floor and 265 staff, supporting five large accounts. I assumed responsibility for developing an automated reporting engine for use in multi-client call center environments. Short business assessment/ development assignments with potential data center clients.
Prior Experience
Increasing levels of responsibility in high technology industries where my expertise generated positive bottom line results for the organization. Accomplishments:
• Established ASIC test development department and produced the company’s first automatically derived test sets for gate arrays, resulting in greatly decreased test development time.
• Founder and chief operating officer of a design service bureau specializing in very high-speed analog test interface and telephony.
• Managed eleven accounts with three successful, concurrent installations.
• Collected $450,000 in delinquent revenues over a five-month period.
• Principal author on three business plans and significant contributor on several others resulting in the start up of a new company.
• Developed and managed multi million dollar budget for all CAD tools, platforms and peripherals used in physical design for two corporate divisions.
• Delivered 250+ error free PCB products into manufacturing over a thirty-month time frame.
• Designed first product in company to employ surface mount devices.
