• Primarily responsible for program-level governance of a $3M-$5M yearly portfolio in the SLGE space in Florida, Georgia, and Alabama, ensuring customer business objectives and priorities are met, human capital appropriately provisioned, and funding aligned to achieve desired outcomes.

• Responsible for working across the account, sales, support, and delivery teams to communicate risks, issues, and areas of opportunities to further assist customers with their business and technical objectives.

• Monthly reporting to upper management on engagements’ delivery status, including budget, risks, and issues.

Senior Project Manager March 2007 – February 2010

State and Local Government, and Education

• Project Manager responsible for managing some of the largest projects in the practice. Responsible for stakeholder reporting, project budget, scope management, schedule management, resource management, risk management, communication management and change control process.

• Responsible for monthly reporting to upper management on risks, issues, and budget.

• Responsible for managing the delivery of $13.5M Phase II of the Lower Manhattan Security Initiative. This high visibility project involved the development, support and operations of an Operational Dashboard application and the supporting infrastructure, which is used by counter-terrorism analysts and aids in the prevention of, and response to, terrorist attacks in Lower Manhattan by analyzing and correlating numerous sources of data and providing this information on a Virtual Earth dashboard.

o This large and complex solution was delivered using Agile/Scrum delivery process over the course of 7 major and minor releases. Technically, the solution was composed of a thin-client application utilizing Silverlight, .NET, Virtual Earth, and Microsoft Office SharePoint Server, an ETL component utilizing SQL Server 2008, and SSIS, and a Highly Available infrastructure with automated failover capability between two physical data centers utilizing Windows Server 2008 clustering capabilities, SCCM, SCOM, and mirroring capabilities of SQL Server 2008.

o Responsibilities included planning of each release, managing full lifecycle delivery of all aspects of the application and underlying infrastructure, and also managing support and operations of production releases already deployed in a very dynamic and challenging customer environment. Also responsible for cost control, risk management, scope control, quality control, schedule control, and management of stakeholder expectations.

• Managed a portfolio of projects in the education space, which included a large, public-facing, and highly-visible enterprise portal project.

• Responsible for writing statements of work for several of the smaller projects, scope definition, cost estimating and budgeting, staff planning, recruiting and interviewing internal and partner resources, maintaining budget, ensuring scope met contractual obligations, managing risks and issues, developing and maintaining the project schedule and ensuring high product quality.

• Interacted at all levels of the customer organization and worked closely with the executives and CIO as the stakeholders and executive sponsor for the many projects that comprised the program. Daily responsibilities included managing a team of up to 12 local and offshore Microsoft consultants and Microsoft sub-contractor resources.

IBM Global Services January 2001 – March 2007

Principal Managing Consultant

• Held the position of Principal and IBM Certified Architect for the Enterprise Services for Microsoft Technologies practice within IBM Global Services. Responsibilities included

• Led solution offerings development, including a Bank Branch Transformation solution offering to help drive services business in the Financial Services sector, and an SOA Infrastructure solution, which is a highly scalable and available infrastructure to support Service Oriented Architectures.

• Was a key contact in Enterprise Services for Microsoft Technologies’ alliance with Symantec, assisting in the promotion and marketing of jointly developed solutions, such as Enterprise Messaging Management Solution and Geographically Dispersed Open Clustering.

IT Architect

• As a Certified IBM IT Architect in the IBM Enterprise Services for Microsoft Technologies group, acted in a lead technical role in the development of distributed, n-tier web and SOA -based applications, with integration to host systems via SNA Server and COMTI.

• Responsibilities included client and middleware architecture, and components to provide high availability in a secure and scalable environment.

• Project roles required leadership of teams of more than 30 individuals.

• Assisted sales team in pre-sales activities as a Subject Matter Expert, which included leading sales calls and presentations with client’s IT staff and management, developing initial solutions, responding to RFP’s, and writing Statements of Work.

Consultant 1984 –2001

• As an independent consultant, acted in various roles ranging from system architect and lead technical analyst to programmer throughout the entire development life cycle. Responsible for managing small teams of developers in the architecture, design, development, and deployment of numerous solutions.

• Responsibilities included feasibility studies, requirements gathering, data analysis/conversions, system analysis/design, development, system testing, and implementation in both mainframe and client/server environments.

More Recent Projects

• Pediatrix, August 2000 – January 2001. A large medical group based in Sunrise, Florida. Architected a subscriber-based workflow tracking Internet application using Windows DNA architecture, ASP, ASP components, and Collaboration Data Objects for NT (CDONTS), which allowed hospitals, physicians, and state governments to track neonatal hearing screens workflow. Responsibilities also included data analysis, logical and physical data modeling. Mr. Kern interacted with the business stakeholders and CIO to understand the business drivers and to gather requirements.

• Judge Consulting, February 2000 – August 2000. As an architect in the re-architecture of a reinsurance system for a major client, responsibilities included modifying the system architecture to support the underlying business processes, writing code for the business processes, preparing detailed specifications based on user requirements, writing user interface screens, and leading a team of developers in the implementation of the solution.
