Project Description: The project involves preparation of the design for the $408 million design-build portion of the P3 Northeast Stoney Trail (NEST) in Calgary, Alberta, Canada. The project entails constructing 22 km of roadway, 23 new bridges, and 6 interchanges.
Project Responsibilities: Dennis Leahy served as the quality control manager for several joint venture partners, including Stoney Trail Constructors (STC). His responsibilities included developing and implementing the construction quality management plan (CQMP), an AIT required deliverable that was part of five required quality management plans under the quality manual developed by the Stoney Trail Group, the concessionaire to AIT. The CQMP addressed the construction quality assurance/quality control responsibilities of Stoney Trail Constructors in the context of an ISO 9001-2000 quality management system. Project Description: The project entailed providing the SDDOT with design-build services for the I-229 corridor. The project scope included removal of existing pavement and repaving with continuously reinforced concrete pavement with the addition of auxiliary lanes. Interchange ramps and loops were reconstructed along the corridor and two bridges over the Big Sioux River were replaced. Parsons also developed design section teams to effectively and efficiently produce construction plans. Sections were selected based on the best geographical or discipline categorization of the I-229 project.

Centrally located in the complex was a 36,600 sq. m. tower of over 40 floors that stood as one of the tallest office towers in the Middle East. The tower housed a luxurious, five-star Rosewood hotel that offered 224 rooms and suites with conference and banquet facilities, as well as exclusive residences. There were three levels of retail space in the tower, totaling 24,800 sq. m. of upscale shopping for 100-plus retail units. The food court housed 10 restaurants and seated 400.
Project Responsibilities: Dennis was responsible for quality assurance (QA)/quality control and construction site safety and security, including staffing. His duties included developing and implementing QA and safety programs and implementing procedures in accordance with ISO 9001.

Dennis evaluated contractor quality assurance (QA) programs, plans, and comment resolutions and recommended approval. He provided input for KOACA QA programs and procedures and revisions; scheduled, planned, and performed QA assessments of KOACA and its design and construction contractors; and issued corrective action reports when deficiencies in implementation of programmatic commitments and/or procedural implementation were identified. In addition, Dennis provided training for quality concepts and practices, evaluated corrective action responses from KOACA and its contractors, and followed up with corrective actions.
