Electrical Design Manager-Officer in Charge of Construction-Camp Lejeune

Contractor assigned to assist the OICC with an unprecedented 4 billion dollars of new construction at Camp Lejeune over 4 years funded through BRAC, GTF and ARRA. Facilities include enlisted quarters, Dining, Fitness Centers, Child Care, Water Towers, base utilities and communications, new base entry gates, maintenance/ops, rifle ranges, 400 HZ trailer pads, Armory, Telex, Hospital, Detainee, etc. Responsible for ensuring Gold & Silver LEED points accepted.

Manage the design, procurement, installation and test/commissioning of Camp Lejeune energy initiatives including 6 MW of photovoltaic panels (farms, parking canopy and roof top), LED road, parking and building lighting (new and retrofit) and landfill gas (LFG) power and heating.

Extensive knowledge of latest LEED requirements, sustainable design, LID and erosion control.

Perform constructability reviews of contract documents including basis of design, specifications and drawings for hundreds of new and retrofitted buildings of all types as well as tactical training ranges through all stages of the design build and design bid build process and represented the OICC for electrical design at various design Charrettes.

Responded to contractor Requests for Information (RFI’s) and reviewed/commented/approved contractor technical submittals.

Provide NFPA 70E electrical safety guidance especially for energized work including arc flash analysis. Responsible for briefing the Navy’s MIDLANT Norfolk CO on all energized work permits to obtain approval. Developed energized work procedures and forms which have been adopted across Navy MIDLANT operations. Coordinated electrical outages across the base. Reviewed protective relay coordination studies using various applications such as easypower.com and etap.com. Incorporated additional redundancy and switching into electrical designs to eliminate future energized work.

Systems worked include base medium voltage distribution both overhead and underground, pad and pole transformers, diesel generators, UPS, all types of lighting, building power distribution, telephone and fiber communication, CATV, SCADA, fire detection and alarm/mass notification, lightning protection, etc.

Developed estimates for all types of change orders using RS Means, web information and independent contractor quotes. Negotiated change orders.

Tasked with developing over 200 DD1354 property records for new and existing construction which requires extensive use of various Navy electronic tools such as ieFacman, inFads, eFiles and local “access” files, interface with public works, research within the project technical and contractual documents and learning the latest DD1354 requirements both national and local.

Proficient with use of Whole Building Design Guide, UFC’s, UFGS and Navy Design Build Master.

Assist OICC CM’s (Construction Managers) and ET’s (Engineering Technicians) in building system inspections and provide solutions to various electrical and mechanical issues. Developed and presented training classes for electrical safety and DD1354 preparation for over sixty CM’ and ET’s.

Directed R&D efforts to develop a unique automated material handling system to sort packages of all sizes and weights for postal and commercial applications.

Succeeded in producing a mechanically simple globally competitive product with wide ranging application.

Collaborated with US Postal Service headquarters management and engineers to produce sorter system designs to meet their broad set of complex requirements.

Substantiated systems proposed were best value using ROI calculations based on US Postal Service guidelines.

Directed 20 person software maintenance group for Naval automated material handling systems. Developed and priced software improvements which included moving mainframe based code onto distributed PC’s.

Repackaged software to create a commercial WMS for use in new business sales.

Led a separate team of 8 engineers tasked with new business pursuits, proposed and won over 75 million dollars of new business. Customers include the Defense Logistics Agency, U.S. Navy, Canadian DOD and American Airlines.

Directed in-house 3D simulation efforts to sell system designs to our customers.

Unisys Corporation, Great Neck, NY [Sperry Systems Management] 1981-1989

Manager of Automated System Design

Managed proposal efforts, design, procurement and installation of over $500M of automated material handling systems and software maintenance contracts from the Navy [NISTARS], Air Force [AWS] and Army [AOD] ranging in value from $28M to $170M.

Developed the design/layout, controls, operation and communication specifications for 25 miles of package and pallet conveyor, 100’s of fixed, mobile and hand held bar code scanners, 55 AGV’s, 38 ASRS cranes, 65 man up vehicles, 6 towline systems and over 300 PC based workstation locations.

Evaluated automation life cycle cost against lower cost alternatives which resulted in sole source contracts for automating non-mechanized areas.

Managed joint venture proposal effort with the design build supplier to produce integrated building [1.3M sq. ft.] and material handling system which resulted in $170M contract which produced a 9% profit.

Received commendation from Admiral Elliott for my efforts to complete the Navy’s automated distribution system projects [NISTARS] which included re-writing all of the software specifications, managing the coding and site tests.
