QIAGEN - As North America HR Business Partner, in this $1.2 billion and 3,700 employee global biotech firm. Focused HR support to the business critical Life Sciences and MDx Departments providing HR best practices and programs and manager coaching across functional areas. Was responsible for:

• Building strong relationships with business units to execute strategic cohesive workforce planning, recruiting, talent and performance management and retention programs.

• HR Consulting with management team in a matrix work environment on employee relations matters including legal issues, complaints, discipline, coaching and counseling. Supervised and/or conducted internal investigations and recommended actions necessary to ensure appropriateness and compliance with company policy and Affirmative Action Plan.

Digene Corp (Acquired by QIAGEN in 2007)- Provided leadership and guidance to the organization on recruiting, staffing and employee relations in a cGMP environment with FDA regulation and guideline approved product in this $200 million, 600 person biotechnology firm. Experience included:

• Directed staff and external vendors in the delivery of a creative, aggressive, effective, cost efficient and strategic recruitment program. Utilized Radford Survey information to ensure competitive offers and maintain an above market compensation plan.

• Provided operational leadership to the recruitment organization and managing the full life cycle recruiting with an emphasis on timeliness of the process and acquiring quality talent.

• Conducted contract negotiations, relationship and performance assessment for multiple sourcing resources including online job boards, contingent and retained search firms, and staffing vendors.

• Ensured compliance with laws and regulations relating to all business practices and especially in EEOC/OFCCP Affirmative Action Program filings.

Accomplishments:

• Evaluated and selected a recruiting technology (applicant tracking system) software tool as part of the strategic hiring process.

CACI, Arlington, VA 1996 - June 2006

Senior Manager, HR Programs (2005 - 2006)

Directed the centralized employment function of this, at the time, $2 billion and 9,500 employee information technology government contracting firm. Oversaw the analysis of performance metrics, employee referral program, job fairs/career invitationals, retention initiatives, and job posting functions. Designed and implemented a strategic CACI Hiring and Retention System (CHRS) web-based applicant tracking system.

Accomplishments:

• Developed an enhanced Employee Referral Program that generated over 800 new employees in 2005 that provided 42 percent of all hires.

• Retention program lowered by 10 percent the voluntary attrition rate.

• Identified work-life issues, wage and salary plans, career development and training, and redeployment program as major retention factors.

• Implemented key changes during roll-out of the CHRS that increased efficiency in the recruiting and hiring workflow and system utilization.

Senior Manager, Recruiting and Staffing Department (1996 - 2005)

Managed CACI’s North America recruiting functions, of two managers and ten recruiters with a $1.54 million department budget, generating over 2,000 hires per year, on average, for five diverse technical business groups, field offices and corporate staff. Familiar with the SCA requirements, fixed-price, IDIQ and cost plus government contracts.

Accomplishment:

• Developed effective HR policies, procedures, and resources that were instrumental and contributed to CACI achieving its aggressive growth goals and becoming an employer of choice.

• Built a service-oriented recruiting department of matrixed employee and contract recruiter professionals in a decentralized nationwide execution of recruiting activities.

• Created a cost effective Recruitment Services Vendor Program to manage over 90 contingency and retained professional services agency relationships.

• Developed and conducted strategic recruiting and staffing training modules for the CACI Project Manager School.

• Facilitated the assimilation of personnel, policies, and procedures of companies/organizations acquired through mergers and acquisitions.

• Teamed with Employee Relations Department to create EEOC and AAP training programs.

• Developed a company-wide College Recruiting Program that included 16 colleges and universities.

Managed recruiting and hiring of technical professionals for commercial and government contracts in this, at the time, 1,300 employee firm with six HR professionals that supported eight business units and field offices.
