BONITA SPRINGS UTILITIES Inc. 07/00 – 02/05

Bonita Springs, Florida

Responsible for design, project management, and construction for water and wastewater pipeline and treatment plant projects for a private not-for-profit water and wastewater utility. Work includes supervision of engineering staff, consultant selection and management, contractor selection and management, review and approval of developer plans, maintenance of specifications, and assistance in bond financing.

Actual capital improvements for 2002 were $25 million and for 2003 were $28 million, with a budget for 2004 of $40 million, with budgeted additional expenditures of over $100 million over the next five years. Work includes presentations to City of Bonita Springs and Lee County, business groups, public meetings, board of directors, and professional organizations.

REPRESENTATIVE PROJECTS INCLUDE:

• East Water Reclamation Facility – Design Build construction of a new 4 MGD Membrane Bioreactor water reclamation facility with an 11 MGD sludge processing and drying facility. Project includes negotiation of permits, review of consultant plans and specifications, negotiation of contract and guaranteed maximum price, and project management. Project cost is $50 million, and is scheduled to be completed in early 2007.

• Design Build construction of 6 MGD Reverse Osmosis (RO) Water Treatment Plant, RO Wellfield, Raw Water Transmission Main, and Deep Injection Well. Project included negotiation of permits, review of consultant plans and specifications, negotiation of contract and guaranteed maximum price, and continuing project management. Project cost is $39.8 million, and is scheduled to be completed in early 2004.

• Gravity Sewer Expansion Projects – Construction of approximately $21 million of gravity sewer expansion to serve unsewered areas of Bonita Springs over a five year period. Phases 4, 5, 6, 10 are complete. Phases 8 and 9 are to be completed in early 2003, and phase 7 is scheduled for 2004.

• Water Reclamation Facility (WRF) Expansion – Design Build construction of expansion of WRF from 4.5 MGD to 7 MGD including new oxidation ditch, new clarifier, new sludge system including belt filter press, new hypochlorite generation system, new master lift station, upgrade of odor control system, and plant automation. Project cost was $16 million, and project was completed in April 2002.

• Water Treatment (WTP) Expansion – Design Build construction of expansion of lime softening WTP from 6 MGD to 10 MGD including new treatment unit, new lime slaker, new filter, new high service pumping, upgrade of odor control system, and plant automation. Project cost was $16 million, and project was completed in April 2002.

• Masterplanning for entire service area including water system masterplanning using genetic algorithm optimization, sewer force main and pump station masterplanning, and irrigation system masterplanning. Materplans include detail for 5 years and buildout for service area.
