• Responsible for the management of all facilities at the University of Louisiana at Monroe, which includes approximately 2,300,000 square feet of facilities. Responsible for all planning, engineering, maintenance, and construction for the University. Directed maintenance personnel to ensure that all facilities are safe, clean, and comfortable at all times for the University community. Coordinate all architectural design, campus planning, and engineering for the campus. Develop and implement the operating, capital, and deferred maintenance budgets for the campus. Negotiate contracts; develop bid specifications & drawings, develop request for proposals, etc.
• Successfully led several major capital construction campaigns at the University. Experienced working with state agencies, University and System office leadership, and University foundations from the land acquisition process all the way through final steps in the project including: commissioning, interior design, furniture selection, etc. Experienced in working with many varied user constituencies and various technical requirements (scientific laboratories, medical facilities, performing art facilities, recreational facilities, student housing facilities, etc.). Responsible for selecting, developing, and leading effective project teams including: end users, architects, attorneys, engineers, academic leaders, and the University and System administrators to ensure all capital projects finished within schedule and budget.
• Collaborated with the Chief Financial Officer to assist in the acquisition of funding for all projects. Helped develop and utilize a 501c3 not for profit affiliate, ULM Facilities Inc., to assist the University in obtaining bond financing and constructing projects through lease / lease back agreements. Familiar with developing business plans, proformas, financing and cost structures, and maintenance reserve accounts. Helped to secure a $68 million dollar bond issue for the new campus housing project, and helped to complete alternative financing for several other major capital improvement projects. Assisted in financial reporting, reviewing audit reports, and making critical financial decisions for the University.
• Responsible for leading energy efficiency efforts for all University facilities. ULM currently has the lowest energy cost per square foot in the University of Louisiana System. Developed and implemented a comprehensive energy strategy for the University that reduced energy consumption by enhancing building automation systems, investing in more efficient HVAC equipment, and installing more efficient lighting and lighting controls. Coordinated scheduling of facilities with the Division of Academic Affairs to maximize efficient facility utilization. The most critical component of this energy strategy was to train and properly equip our facilities personnel to understand and operate our facilities in the most efficient manner.
• Responsible for the complete environmental health and safety program and risk management program for the University of Louisiana at Monroe. The University employs approximately 1200 people and has approximately 9,000 students. Responsible for the development and implementation of all environmental and safety programs for the University. Responsible for ensuring compliance with all applicable rules and regulations for the University.

LOUISIANA-PACIFIC CORPORATION URANIA, LOUISIANA
• Responsible for the environmental and safety programs at the Urania manufacturing complex. The complex consists of a medium-density fiberboard (MDF) plant, a plywood plant, a trucking facility, an idled oriented strand board (OSB) plant, and two landfills. The Urania complex employed approximately 500 employees.
• Oversaw and directed facility programs, policies, and initiatives to ensure compliance with all safety and environmental regulations, policies, and permits. Applied for and obtained all necessary environmental permits for the facility including Title V Air Permit and PSD Air Permit. Completed all required environmental and safety reports for OSHA, EPA, DEQ, etc.
• Advised facility management and corporate management of all environmental and safety issues at our facility. Assisted in the development and implementation of corrective action plans to resolve these issues. Recommended changes to the facility business team that would reduce environmental and safety costs without compromising compliance.
• Left due to being laid off in October 2002 when the manufacturing facility shut down due to economic reasons.

• Assisted upper level analysts with corporate environmental support for various power plants. Projects worked on include: updating facility SPCC plans, completing TRI reports, tracking SO2 allowances, creating water conservation plans, and assisting with continuous emission monitoring system (CEMS) reporting.
• Assisted plant chemical and environmental specialist with boiler chemistry and environmental compliance activities at a power plant. Gained knowledge of environmental regulations and power plant operations.
