• Modified DB2 system and application backup jobs on the IS Production LPAR to better utilize DB2 enhancements. The modification included adding a QUIESCE step at the end of each backup job, creating Programming Data System (PDS) application RUNSTATS job, and modifying all DB2 utility to use LISTDEFs. This action will increase the efficiency of the utility jobs, increase the overall system performance and recoverability of system and application data.

• Completed changes to correct problem with data set 3 of DB2 Active LOGCOPY1 and LOGCOPY2 on the IS Test LPAR. The START and END Relative Byte Address (RBA) of the two active logs did not match what was in the Boot Strap DataSet (BSDS). I executed the DSN1LOGP utility and found the correct RBAs , Deleted that entry out of the BSDS and created a new entry with the correct start and end RBAs.

• Used DB2 Administration Tools to execute performance queries on Production IS LPAR on the Programming Data System (PDS) application DB2 objects and execute DB2 utility jobs accordingly. This action ensures the integrity of the data and efficient performance of the application.

• Modified jobs on Test LPAR that will format DB2 SMF records.

• MPES mainframe application officially removed from mainframe computer. Submitted request to ACF2 group to remove Manpower and Programming Execution System (MPES) users and associated datasets from the mainframe. Verified that all USERIDs and associated datasets had been deleted.

• Upgraded 7 Air Force DB2 subsystems (Classified and unclassified) from version 7 to version8 of DB2 and QMF.

• Installed DB2 CONNECT and connected it to the 7 DB2 subsystems.

• Installed version 7.1 of DB2 Administration Tools on all LPARS.

Sr. DB2 Database Administrator, Advanced Technology Systems 11/15/98 – 11/30/04

As Senior DB2 (DB2 V7) Database Administrator on a contract with the U.S. Department of Housing and Urban Development, Office of Information Technology, I was responsible for database maintenance and development support to developers and end-users and performance tuning and monitoring for Housing and Urban Development Cost Accounting Program System (HUDCAPS) and Personal Services Cost System (PSCS) projects for production, development, and disaster recovery environments on the OS/390 platform in DB2. During this time I accomplish the following:

• Established quarterly and monthly DB2 object and utilities maintenance for HUDCAPS and PSCS. All changes were recorded in the Change Management Document (CMD) and the JCL was promoted to production using ENDEVOR.

• Established semi-annual review of application and DB2 security.

• Provided 24x7 DB2 support for all production cycles. This support included resolving DB2 application (COBOL) problems as well as DB2 utility and TCP/IP problems.

• Assisted developers in resolving DB2 application problems and reviewed all designs before implementation.

• Wrote and delivered to the client a paper expressing the need for routine DB2 maintenance.

• Provided oral status report on the HUDCAPS and PSCS applications and upcoming maintenances at the weekly status meetings.

• Trained Operations Support in identifying and resolving minor DB2 related problems thus reducing problem resolution by 30%.

• As part of the HUDCAPS production cycle analysis, I identified several QMF queries that were not performing efficiently and recommended to the client that the queries be redesigned to take advantage of the clustering index.

• As part of the DB2 upgrade to version 5, I was the developmental lead of the conversion of 500 HUDCAPS indexes from TYPE 1 to TYPE 2. Created conversion JCL and scripts, met with team members to review scripts, and scheduled weekend access to perform the task.

• Created and delivered/orally presented a document outlining fiscal year 2004 DASD requirements.

• Created jobs to divide data into temporary datasets, sort (SYNCSORT) data, and distribute data to four different files in support of the retroactive pay adjustment project. Also made changes to REXX job to accept the multiple files in the PSCS input screen.

• Submitted a document to the client expressing the need for a DBA for the PSCS application. This document also contained the duties and responsibilities of the HUDCAPS and PSCS DBA.

• In response to an OIG request, I updated the DB2/VSAM backup and recovery procedures for the HUDCAPS application and created similar procedures for the PSCS application.

• Evaluated COTS software and recommended to client management which software would enhance the functionality of the applications.

• Performed semi-annual security access review for ONLINE and BATCH DB2/CICS access. This task included sending a request to security for a report on project access and comparing it to the documented access matrix.

• Created BATCH DB2 (DSNTEP2) performance reports using SQL to identify tablespaces that need reorganization or indexes that need rebuilding. The job was implemented into the production cycles using ENDEVOR.

• Created jobs to select data from HUDCAPS DB2 tables and then FTP them to the server. Also modified FTP step in support of the STP software upgrade.

• Presented and documented to Production Control to modify the Production Schedules in CA-7 not to execute two sets of DB2 backup jobs after the CICS region comes down.

Sr. DB2 Systems Engineer/DBA, U.S. Department of State 09/06/96 – 11/15/98

As Senior DB2 Systems Engineer/DBA working for several companies, on contract at the Foreign Affairs Data Processing Center of the U.S. Department of State, I was responsible for supporting the Year 2000 compliance testing for hardware and software, provided DB2 support for all seven LPARS and the maintenance system under OS/390. The support included user and system testing, maintenance, performance monitoring, installation, debugging, and providing technical and non-technical status reports as needed.

• Project Leader for Y2K testing of application and Systems Software. Developed Application and Systems Y2K test plans, upgraded software, test schedule, IPL’d system when necessary, and installed Y2K testing software (SIMULATE 2000 and DATA AGER) on the test platform.

• Worked as part of a team in converting the CLASS-E application data from VSAM files to a DB2 Data Sharing, Parallel SYSPLEX environment under ACF2 for DB2. Also worked on establishing Data Sharing naming standards.

• Provided oral and written status of DB2 subsystems and DB2 related products at weekly status meetings.

• Applied PTFs to the IEF Composer software to resolve potential problems and make the product DB2 version 5 compatible.

• Performed maintenance on the IEF Composer including dropping and recreating the databases with a new high-level qualifier and new storage group names. This maintenance reclaimed over 50% of the wasted space.

• Upgraded IEF Composer to COOLGEN, applied all system and application authorities.

• Developed a plan to install three years worth of CICS maintenance in order to resolve compatibility issues with DB2.

• Modified ISPF panels to include some DB2 DBA in-house related options. Set security so only certain individuals would get that panel on startup.

• Dropped and recreated the COOLGEN table/index spaces to add a new high-level qualifier to table/index names and added new storage group names.

• Also cleaned up old DB2 related data sets in preparation for the move to SMS and the move to RAMAC DASD packs.

• Installed patches, fixes, and upgrades to the DB2 TOOLS portion on the CANDLE OMEGAMON suite, DBA-XPERT for DB2, IEF Composer, and FILE-AID on the production and development machines/LPARS.

• Recreated the SMP/E DB2 GLOBAL, TARGET, and DISTRIBUTION LIB zones on the maintenance machine and changed the dataset backup retention period to provide a point of recovery. The process was documented through the change management system and approved by the CCB prior to changes.

• Coordinated the creation of ISYSADM and ISYSOPR source groups to eliminate the need to reassemble the DSNZPARM when someone is added or deleted.

• Created a DBA Handbook to document all DBA, application, and ancillary products functions.

• Modified the DB2 backup jobs on the production system to include a step to terminate the utility ID at jobs end and if the job ABENDED.

Computer Specialist, Internal Revenue Service 05/21/91 – 09/06/96

As a Computer Specialist for the Internal Revenue Services, I served as Project Manager for the ACS/ICS Database Technical Team, responsible for the maintenance, modification, and development of the DB2 subsystems at the development site and ten production sites. Also I was responsible for the maintenance of ancillary DB2 products such as QMF and DB2 Performance Monitor. Provided weekly technical and non-technical status reports and acted as Section Chief when required. During this time I accomplish the following:

• Participated in the rollout of the Automated Collection System (ACS) to the ten IRS Service Centers around the United States. Provided support to vendors on ACS database, participated in technical discussions concerning database design and usage, and represented the section as needed. I performed the following DB2 related task:

o Installed and tested DB2 subsystem and ACS application at three Service Centers.

o Delivered Operations and User manuals and established backup and recovery procedures to computer operations at the Service Centers.

o Taught a DBA/CSA course at the Philadelphia Service Center. This course was designed to teach the DBA/CSA how to troubleshoot application database related problems and how to backup and recover DB2 objects.

o Monitored the initial execution of application to resolve any center specific problems.

o Reviewed database related test scripts.

• Coordinated the installation of DB2 3.1 and DB2PM 3.2 at ten IRS Service Centers and the development site. The installation included using SMP/E to receive and apply maintenance, coordinating dates and times with Service Center managers and approving installation scripts, modifying backup jobs to resolve Control-M compatibility problems.

• Applied a PTF at the development and ten production sites to correct a data inconsistency problem in DB2.

• Modified DB2 PM exception processing profiles to monitor distributed activity and buffer pool usage at the development site.

• Developed DB2PM Batch Reports for Service Center DBA staff. Modified the History Page Specification and History Index Status in DB2 PM at all sites.

• Coordinated an effort to correct implicit ownership exposures at the production sites as part of an IG inspection.

• Combined and modified the system and application modify utility jobs. This batch job executes a QMF query to generate the modify control cards for all full image copy tablespaces. The control cards are passed to the MODIFY utility step and deletes image copy records older than 30 days.

• Modified the DB2 storage group DASD allocation as part of the SMS implementation for DB2 data sets.

• Developed a program in COBOL to evaluate the application tablespaces and index spaces to determine which objects required reorganization. The program created a REORG job that consisted of two IMAGE copy steps, REORG step, REBIND, and RUNSTATS steps and submitted the job through the system internal reader. This job was documented and implemented at the ten production sites and all DB2 utilities were created using PROCS (i.e. DSNUPROC)

• Provided clear and timely documentation in accordance with IRS standards.

• Provided technically sound and concise memos and position papers.

• Provided oral input to supervisor on potential applicants.

• Developed and taught a class on compiling and binding COBOL programs in BATCH via the DB2I panels to the Help Desk section.

As a Computer Programmer Analyst for the 7th Communications Group (January 1980 to May 1987 and May 1988 to May 1991) and 1802nd Communications Squadron (May 1984 to May 1988), I was responsible for programming and project management support to the Air Force Surgeon General’s office, the 1100 Resource Management Group, and the Air Force District of Washington. During this time I accomplish the following:

Provided project management and Division DBA support for all systems in DB2 using CICS and CLIST in the BATCH and REALTIME environments, and maintenance/performance tuning of all Air Force Surgeon General DB2 related projects.

o In 1988 was appointed Contract Office Technical Representative (COTR) two contracted projects during the Honeywell GCOS-8 to IBM 3090 MVS/XA conversion project mandated to be completed in one year. The project included being a member of the overall Honeywell replacement project, which included the Top Secret, Secret, and Unclassified systems. The applications were converted to provide the users with a better method of handling their data and extracting data for agency and Congressional inquiries. After the applications were converted, responded to user questions and problems relating to using the new technology and scheduled changes to be made using project management techniques.

Wrote two statements of Work (SOW) to contract out the redesign of the Report of Patients System (ROP) and the development of the new Inpatient Data System (IDS). These systems are the two largest applications in the Air Force Surgeon General community and were written in COBOL using DB2, CICS, and SQL.

Also prepared requirements document and feasibility document, reviewed proposals, assigned cost to labor categories using COCOMO, reviewed Test Scripts, and monitored contract from award to implementation.

Supervised the in-house conversion of the Medical Expense, Dental, SG Quality of Life, Medical Plans and Resources, and Physician Requirements Integrated Specialty Model systems.

I reviewed and approved all deliverables (Test Plans, Specification Documents, and Design Documents) and used TIMELINE to track the progress of each conversion.
