Project Executive
• Managed the plumbing and fountain plumbing portion of the National September 11th Memorial & Museum construction project at the World Trade Center – Contract Value: $71M.
• Managed the mechanical portion of a major $125M pier complex replacement project for the Department of the Navy at the Naval Weapons Earle Facility in Leonardo, NJ. I negotiated $3.409M in Change Orders (34.7% increase in TCV) while increasing the anticipated profit level on the project by $2.728M (185%).
FRAMATOME ANP (formerly Duke Engineering & Services, Inc.) 2001-2003
Senior Project Manager
• Managed the engineering services required to obtain permitting for a 580 MW capacity combined cycle system for James City Energy Park LLC in James City County, VA.
• Managed the engineering services required to install a GE LM-6000 Combustion Turbine based Simple Cycle Project for THUMS Long Beach Company at an Occidental Petroleum site in Long Beach, California.
• Managed the engineering services required to provide the conceptual design of a new simple cycle peaking plant consisting of four GE Frame 7EA combustion turbines for Mirant Corporation at their Chalk Point Generating Station.
• Managed the engineering services required to provide the conceptual design for a new combined cycle system (approximate 500MW capacity) consisting of two GE Frame 7FA combustion turbines and one steam turbine and to convert two existing GE Frame 7FA simple cycle units to a combined cycle plant for Mirant Corporation at their Dickerson Generating Station.
• Managed the engineering services required to support the permitting process for six LM-6000 Combustion Turbine units for the PP&L - Kings Park Energy Project in Long Island, NY.
OGDEN ENERGY GROUP, Fairfield, New Jersey 1998-2001
Vice President / Project Manager
• Managed the engineering, procurement, and construction of the Alexandria / Arlington Resource Recovery Facility Air Pollution Control Retrofit Project, valued at $33.7M, in which the existing precipitators for three units were demolished and replaced with new spray dryer absorbers, fabric filters and induced draft (ID) fans. The anticipated profit level on the project was increased by more than $3.3M.
• Managed the engineering, procurement, and construction of the Fairfax County Resource Recovery Facility Air Pollution Control Retrofit Project, valued at $7.75M, in which a new mercury reduction control system, continuous emissions monitoring system (CEMS), and nitrogen oxides emissions control system were added to the Facility.
NOELL, INC., Herndon, Virginia 1994-1998
Project Manager
• Served as the designated spokesman for a German Consortium and managed the engineering, procurement, and construction (EPC) of a troubled diesel engine power plant expansion project for Caribbean Utilities Company Ltd., valued at $17.8M, for the supply of two 8 MW diesel engine / generator sets and associated equipment in the Cayman Islands (July 1995 – October 1998).
• Served as the Facility Manager for the Company’s fabrication facility in Gulfport, MS with 123 employees (October, 1994 - July 1995)
• Managed the Illinois Waterway Rehabilitation Project, valued at $4.2M, in which the miter gates for three locks were totally replaced for the Army Corps of Engineers.
• Managed the Robert C. Byrd Locks & Dam Rehabilitation Project, valued at $8.7M, in which eight roller gates are being replaced on the Ohio River at Gallipolis, OH for the Army Corps of Engineers.
RESEARCH-COTTRELL, Somerville, New Jersey 1992-1994
Project Management, Manager
• Supervised a department of six project managers responsible for the management and successful execution of electrostatic precipitator, baghouse, and MSW incineration projects valued in excess of $100M.
• Managed the engineering, procurement, and construction (EPC) of the air pollution control equipment contract for Ogden Martin Systems’ Union County Resource Recovery Facility Project located in Rahway, New Jersey valued at $9.0M.
• Assumed the lead negotiator role in the resolution of two major mechanical / electrical contractor cost claims valued in excess of $2.4M.
• Spearheaded the successful negotiation of an $8.0M contract with Stone & Webster Corporation / Kiewit Industrial Company for the Montgomery County Resource Recovery Facility Project located in Dickerson, Maryland.
• Accepted a temporary assignment at the Company’s KVB / Analect Irvine, California division to assist the new General Manager turnaround the financial and operational problems that existed within this division.
JOY ENVIRONMENTAL TECHNOLOGIES, INC., Malvern, Pennsylvania 1977-1992
Project Manager
• Managed ash handling system projects worth $500K to $20M, with responsibility for overall performance of engineering, purchasing, production, construction, and field service activities, the preparation of monthly progress reports and internal financial reports, equipment and man hour budgets, cash flow schedules, and the resolution of all customer / contractor backcharge claims, and warranty related issues.
• Managed the two largest ash handling system projects ever awarded to an ash handling system supplier, the Taiwan Power Company Taichung 1-4 Project located in Taichung, Taiwan, R.O.C. ($20M) and the St. John’s River Power Park 1 & 2 Project located in Jacksonville, Florida ($17M).
• Possess extensive overseas experience having managed projects in Taiwan and South Korea valued in excess of $70M.
• Negotiated two contracts with Korea Heavy Industries & Construction Co., Ltd., Changwon, South Korea valued at approximately $2.8M.
• Increased anticipated project profit margins approximately 5-15% and maintained a warranty / rework reserve of less than 1%.
Senior Contract Administrator 1977-1981
• Reviewed all customer general and supplementary terms and conditions and provided advice to the sales engineers regarding the Company’s acceptance or rejection prior to contract award.
• Processed and distributed all contract documents after contract award. Acted as main customer liaison involving all matters of a commercial nature.
