OVERVIEW
Managed multimillion dollar remediation projects, interfaced with both the client and the regulatory agencies, managed subcontractors, performed the conceptual and detailed design of remediation projects involving a variety of remedial methods.
A growth-oriented individual with a strong background in expert testimony, construction claims, brownfield/industrial/residential site remediation, water resource engineering, environmental engineering, water/wastewater treatment, in-situ soil and groundwater treatment, groundwater resources development including well design, storm water management, river and stream restoration, dam removals, wetland restoration, fish passage, and other ecosystem enhancement projects. Serves as expert witness for the insurance industry and other entities. Possesses business development and management experience. Licensure as a Professional Engineer in NJ, NY, PA and several other states. Licensed Site Remediation Professional (LSRP) in New Jersey. Completed the requirements for a Juris Doctor (J.D.) degree. • 22 years of experience in environmental engineering within the environmental consulting industry. Many years of experience with Clean Air Act, MACT, air permitting in New Jersey and New York. More than ten years of experience in MGP site investigation/remediation. Additional experience in water resources, civil engineering and insurance claim handling/litigation support.
• Performed and supervised the design and construction of numerous engineering projects consisting of new construction, modifications to existing features, and damage repairs from the initial client contact through the completion of construction. He has coordinated efforts of structural, mechanical, electrical, surveying, and drafting department personnel to produce concise, constructible design concepts and accurate construction drawings and specifications. His project experience includes civil/structural engineering design and analysis for marine, industrial, commercial, and public sector projects.
• Performed treatability studies for the in-situ treatment of chromate waste in New Jersey. The work included the evaluation of both abiotic and biotic reduction of aquifer sediments, natural attenuation mechanisms were evaluated (i.e., chromate adsorption and reduction). Chromate exhibited typical anionic adsorption behavior, with greater adsorption at lower pH, at lower chromate concentration, and at lower concentrations of other competing anions.
• Designed above-ground treatment systems for the reduction of electroplating wastes, consisting mostly of hexavalent chromium. Used sodium bisulphate as the reductant. This resulted in less sludge following precipitation with alkali. Performed leaching tests on the sludge for disposal purposes. Also used calcium polysulphide to treat in-situ soils and groundwater impacted with hexavalent chromium.
• Treated chromate waste and hexavelent chromium releases via in-situ methods, using sodium metabisulfite.
• Experienced in site investigation, design, remediation and construction oversight under ISRA, RCRA and CERCLA. Has reduced client liability by application of efficient and cost-effective in-situ remediations, including PCB and NAPL remediation.
• Experienced with treatability and pilot studies for a number of remedial technologies.

Principal Engineer
Principal engineer working on remediation of fuel oil and chlorinated compound release sites. In-situ remediation of chlorinated, petroleum and non-petroleum releases at contaminated properties using a number of remediation technologies, including activated persulfate, NaNOx, calcium peroxide, Regenox, etc. Assignments include the evaluation and selection of treatment alternatives, analysis of data, preparation of preliminary and detailed final remedy process design drawings and specifications, backup calculations and analyses, permitting, construction oversight, and system troubleshooting, operation and maintenance. Additional responsibilities include business development, in-situ remediation of gasoline, fuel oil, and chlorinated plume remediation using activated persulfate, calcium persulfate, Nanox, hydrogen peroxide, ozone and other remedial processes.
Used his proprietary methods for treating the contaminants in-situ. Worked for insurance carriers on a variety of legal claims (errors and omissions, property and casualty, general liability claims, MTBE claims by the water resources industry). As environmental expert provides depositions and trial testimony. Duties include expert report preparation, litigation support, age-dating determinations, cost allocations, causation, subrogation, claim investigation.
As part of the National Flood Insurance program, he determined the cause, origin, and extent of foundation/soil movement, structural failures, water intrusions, construction defects and other failures. Duties involved the investigation and analysis of residential, commercial, and industrial properties for the purpose of resolving claims and legal disputes. Assignments included foundation settlement investigations, structural assessments, site evaluations, sub-surface investigations, construction defect investigations and vibration analysis. Prepared oral and written reports that documented the causes of failure, extent of loss, and recommended remediation. Provided opinions and expert testimony. Worked on surface water and ground water projects. Work included sampling sediment, soil and water, modeling of the movement of water, sediments, nutrients, and toxic chemicals in aquifers, lakes, streams, and rivers; report writing and proposal preparation. Developed a two-dimensional water quality model for the transport of carbon in Keokuk Pool of the Mississippi River.
