Labor Relations:

• Participated in all phases of contract negotiation and administration of collective bargaining agreements; establishes and maintains positive labor-management relationships, interprets collective bargaining agreements, administers grievance procedures and represents the Authority in the settlement of labor grievances and bargaining unit disputes.

• Oversee the application of step wise discipline by providing day-to-day interpretive guidance on policies and labor agreements to site management; lead the consensus decision making process for labor relations, disciplinary and performance issues for consistency across operations.

Employee Relations:

• Investigate employee relations concerns including sexual harassment and discrimination claims, poor performance and employee complaints; administer Dispute Resolution Policy for non represented employees; make recommendations to resolve concerns in best interest of the Authority; activities may include fact-findings, mediation, facilitation, prepare executive summaries of findings.

Employment and Training:

• Performed all phases of employment, including recruitment, selection and screening, employment testing; new employee orientation and training.

• Assisted in development and delivery of comprehensive training and related material for executives, supervisors, and staff in prevention of harassment, discrimination and anti-retaliation, diversity, and employee policies.

Based on work history including Nuclear Navy Submarine Security, Nuclear and Conventional fueled Power Plants, was designated by NYPA’s Executive Management Team as the Subject Matter Expert (SME) at New York State’s largest non-federal electrical utility to spearhead our NERC CIP Compliance Program at our four largest hydro-electric power generating stations across New York State. Wrote the Authority’s NERC CIP Physical Security Plan and supporting procedures and documents to ensure regulatory compliance within the parameters of Critical Infrastructure Protection requirements.

A NERC Audit conducted by NPCC resulted in “No Findings” and cited NYPA’s Security Program as an Example of Excellence and “one of the best we have seen in terms of defense in depth and protection”.

• Serves as the Authority’s Subject Matter Expert (SME) for all facets of the Authority s Response to North American Electric Reliability Corporation Critical Infrastructure Projection Standard CIP-006; Cyber Security – Physical Security of Critical Cyber Assets.

• The Director Corporate Security leads the overall management and direction of the New York Power Authority’s Security organization and is responsible for the safety of 1,500 plus NYPA employees, contractors, and critical high value assets at its’ various Electrical Generating Stations and related facilities and properties located throughout New York State.

• The Director Corporate Security develops / directs and communicates strategic initiatives programs, policies and guidelines to promote a safe and secure work environment in compliance with Federal, State and Local Regulatory requirements with emphasis on critical infrastructure protection of the Bulk Power System. This position is also responsible for leading confidential investigations and acting as liaison with federal, state and local law enforcement agencies when necessary.

• The Director Corporate Security is accountable to the New York Power Authority (NYPA) for the successful execution of his/her responsibilities in furtherance of NYPA’s North American Electric Reliability Corporation (NERC) Reliability Standards Compliance program as set forth in Corporate Policies CP 10-4 and CP 2-9.

• The Director Corporate Security is responsible for performing specific tasks identified in Business Unit Policies and Procedures that support Corporate Policies CP 10-4 and CP 2-9 and compliance with NERC Reliability Standards. The Director Corporate Security is identified in NYPA’s NERC Reliability Standards Compliance Responsibility Matrix established and managed pursuant to Power Supply Business Unit procedure PS-TC-01-005-R00 Compliance Responsibility (or its subsequent revisions).
