• Administers property control program activities to ensure continual accountability of government, property and assets in accordance with applicable government regulations and policy in support of BRAC closure of NRMC Medical Facilities.

• Maintains property accountability records and helps determine condition and arranges disposal of surplus or obsolete material or equipment, and negotiates transfers.

• Prepares periodic and special purpose reports as required to update the asset management team.

• Oversee and manage the redistribution and transfer of medical and nonmedical supplies and equipment to other medical treatment facilities and DRMS.

• Ensure the dismantling and accounting for all equipment and materials on site as well as coordinating its disposal through a variety of means.

• Working closely with the Property Manager, BMET Lead and the asset management team. Will perform other duties as required and directed by the on-site Program Manager.

Review and validate reports to include: Report of Excess Equipment, Serial Number Sequence Listing, ensure Property is coded correctly prior to disposition.

• Update government Property Book Officer and Property Manager on all Hand Receipt matters ensuring all actions are accurate and complete in accordance with all applicable regulations.

• Maintain all original documentation pertaining to property/equipment turn-ins, and shall update the property database with the applicable document numbers, dates, and other pertinent data.

• Will task out assignments to staff and ensure all work is completed as assigned in a timely manner.

• Ensure all property/equipment/medical supplies are accurately accounted for and properly disposed

• Ensure all equipment/property is tagged and all documentation is complete prior to transfer.

• Assist PBO with a 100% document inventory transfer from respective Property Books to MEDCOM Property representative; ensure records have been reconciled and discrepancies are resolved.

• Review hand receipts and ensure all documentation is accurate and equipment is properly coded prior to transfer of property.

• Provide property turn-in services to include inspecting, classifying, and processing for redistribution or removal from Property Book records. Verify that items being turned-in are on the Hand Receipt of the requesting activity, and that turn-in documentation is complete.

• Provide property transportation services to include returns to depots, deliveries to other storage sites, and redistribution. Package, mark, tag, and over-pack equipment in containers suitable for shipment.

• Coordinate disposal actions with the appropriate installation maintenance, transportation, and material management activity, and the Defense Reutilization and Marketing Office (DRMO) for timely disposal.
