Operates, monitors, secures, and controls the physical, data link, network, and transport layers of strategic and tactical Communications-Computer Systems including connectivity to local and wide area networks, end-to-end telecommunications and circuit switching systems, long-haul transmissions that access the Global Information Grid. Coordinate the design, configuration, operation, restoration, and improvements for circuits/trunks traversing the TCF Facility. Analyzes circuit/trunk capabilities and performance, identifies problems, and takes corrective action. Performs operator level functions for cryptographic equipment, fabricate cable assemblies, and perform TCF self-inspections. Directs and makes operational adjustments to technical control and telecommunication transmission equipment to include but not limited to; Promina Consoles (400/800) Asynchronous Transfer Mode (ATM) switching equipment, fiber optic modems and wide band radio equipment. Responsible for, but not limited to, scheduled maintenance of the O & M of systems, controlled cannibalization (approved by COR), equipment modifications, modules, cabinets, processors, circuit cards, power supplies, peripheral and ancillary equipment to include cabling, wiring, plugs, adapters and warranty work as required. Communicates with subscribers, contractors, lateral agencies, and higher headquarters using secure and unsecure voice, data, electronic mail, web, or facsimile communications to schedule down-time and quality assurance tests, Configures circuits, systems, and networks based on standards, traffic patterns, and results of quality assurance tests. Performs necessary repairs to the equipment and associated ancillary devices to include close coordination with the distant end to resolve issues and restore service for any interruption to the transmission paths for full 24/7 operations. Coordinate with the Defense Information Systems Agency (DISA) for DOD network compliance procedures and/or the implementation of telecommunication service orders. Maintain and update circuit status and changes, maintenance records, drawings and charts, and perform necessary software and hardware upgrades as required. Conduct outage notification procedures to the servicing TCF, RNOSC, TNOSC, FCO, and the Signal Company, and prepare after action reports that supports the outage restoration process.

Maintain E-4B in 24/7 hot-alert configuration in 7 to 10-day cycles. Provide 24/7/365 readiness for nuclear response. Monitor Work Center safety.
