I have over 14 years of experience as a geologist with a professional background in environmental consulting services and geotechnical consulting services. I have extensive knowledge of Federal and State regulatory programs regarding land, water, ground water and air protection.

I have been responsible for the project management of environmental projects since July 2000. These activities include, but are not limited to: design and implementation of sampling and analysis plans, work plan development, data evaluation, cost estimates, management of field crews and activities, report preparation, project invoicing, direct client interaction and business development.

I have conducted and/or supervised numerous contamination assessment and remediation projects for private, commercial and government clients. Examples of some of these clients are as follows:

• private land owners – performed Phase I/II assessments, soil and groundwater assessments, wetland delineations;

• commercial banks – performed Phase I/II assessments, environmental audits lead/asbestos testing;

• real estate developers/investors – Phase I/II assessments, wetland delineations; storm water permitting and sampling;

• national clients (such as: Goodyear Tire Plant, Honeywell, Sears, Bosch Tools, Alabama Power, Southern Nuclear ) – UST assessments/cleanup, soil and groundwater assessments, lead/asbestos assessments;

• local municipalities (city and county level) – revitalization (brownfields) projects, drinking water supply assessments, storm water permitting and sampling;

• state agencies (such as: ALDOT, ADEM) – UST assessments/cleanup, soil and groundwater assessments, environmental audits;

• federal agencies (such as: USDA-NRCS, Corp of Engineers, US military) – environmental audits, wetland delineations, soil and groundwater assessments, support for disaster relief and emergency response teams;

Prior to July 2000, Mr. Fincher performed duties in the geotechnical field.

• Underground Storage Tank Compliance in Alabama, Georgia, Mississippi and Louisiana;

• Developed Corrective Action Plans for soil and groundwater contamination;

• Prepared Alabama ARBCA risk evaluations for UST petroleum contaminated site;

• Experienced in monitoring well installation and development;

• Design, removal, and installation of underground storage tank systems;

• Installation of soil/groundwater remedial treatment systems for UST sites.

• Performed hazardous and non- hazardous waste sampling and disposal;

• Experienced in sampling waste lagoons and landfills;

• Conducted various Phase I and Phase II Environmental Site Assessments;

• Performed concrete levelness testing and worked in Materials Testing department;

• Performed footing inspections with a cone penetrometer; and

• Experienced in hollow stem and mud rotary drilling methods.
