Mr. Braumberger has extensive experience on both Design Build and Design Bid Build projects supervising environmental permitting, environmental design, and environmental construction compliance on large, complex transportation projects in environmentally sensitive areas for the Idaho Transportation Department (ITD) and the Utah Department of Transportation (UDOT) including the Pioneer Crossing/I-15 American Fork Interchange, Lehi, UT Design Build project, winner of the 2011 The Associated General Contractors AON Regional Build America Award for Highway New and the Legacy Parkway project, winner of the 2009 American Transportation – Innovative Management – Award. On these projects Mr. Braumberger provided technical support directly to the Design Build team and managed the Environmental Compliance Program.
Mr. Braumberger understands environmental permitting requirements associated with the Endangered Species Act, Clean Water Act, United States Fish and Wildlife Service Biological Opinions, National Historic Preservation Act, and the National Environmental Policy Act and the Comprehensive Environmental Response, Compensation, and Liability Act Hazardous Substances and having obtained state and local permits in Utah and Idaho. On Design Build and Design Bid Build projects Mr. Braumberger was responsible for developing the Environmental Protection Program, scheduling and coordinating Environmental Compliance Monitors, developing and teaching the project-specific environmental awareness training, preparing agency-required mitigation plans, monthly and annual resource reports, and providing pro-active technical support to the Design team and Construction staff to ensure that construction actions do not compromise permit requirements.

SELECTED PROJECT EXPERIENCE
Environmental Compliance Principal, Carbon Line #1 and #2 Maintenance Project; Carbon County, UT (2010): Responsible for conducting QC of SWCA’s compliance monitoring tasks and deliverables. The project included environmental oversight monitoring and cultural resource services for the replacement of approximately 160 structures on the two 60-mile-long project lines between Spanish Fork and Helper, Utah. Client: Rocky Mountain Power.
Environmental Compliance Principal, Camp Williams to 90th South Transmission Project; Salt Lake County, UT (2010): Responsible for conducting the field inspection and documentation of the status of various environmental control measures as well as conducting an audit of the contractor’s environmental documents. The project also included agency consultation, monitoring, and reporting of the construction activities in the vicinity of Structure 7/8. Client: Rocky Mountain Power.
Environmental Compliance Manager, Camp Williams to 90TH South Transmission Project; Salt Lake County, Utah County (2010): Responsible for managing the weekly environmental oversight inspections of the project to ensure that the contractor was in compliance with all environmental requirements, permits, and approvals. Client: Rocky Mountain Power.
Environmental Compliance Program Manager, Pioneer Crossing/I-15 American Fork Interchange, Lehi, UT (2008-2011): Mr. Braumberger was responsible for managing environmental permit compliance during the design and construction phases of the project, specifically regarding cultural resources, wetlands, water quality, storm water discharge, air quality, wildlife resources, erosion and sediment control, noxious weeds, and hazardous/contaminated materials. Mr. Braumberger supervised the development of the Environmental Protection Program and Environmental Monitoring Procedures, Environmental Commitments Summary Sheet, and Environmental Task Force Meetings, managing the budget and schedule for SWCA’s team of six Environmental Compliance staff working full-time on the 24 month-long road construction project.
Mr Braumberger was a co-creator of the projects Environmental Protection Program that contained 14 procedures to be followed by all project personnel in order to minimize impacts to environmental resources. Procedures included Hazardous/Containated Materials, Water Quality, Cultural Reources, Air Quality, and Wildlife and Threatened and Endangered Species. Each procedure identified the law, regulation or permit governing the resource in the project right-of-way, potential locations of each resource, actions to follow to minimize impacts to each resource, and a list of contacts should the resource be impacted by construction activity. Mr. Braumberger provided oversight on the developement and population the Environmental Commitments spreadsheet in Excel that identified environmental commitments from the project’s environmental document and/or dervied from any environmental permit required for the construction of the project. The spreadsheet tracked the status of completing the mitigation measures (i.e., construction monitoring), responsible party, and due date. He also provided oversight in the prepartion of the Environmental Awareness Training program that was administered to every person working on the project either via a PowerPoint presentation or Tool Box version. Environmental Quality Assurance Program Manager, Legacy Parkway; Davis County, UT (2006–2008): During the construction phase of the project, Mr. Braumberger was responsible for managing the environmental quality assurance program monitoring environmental permit compliances regarding cultural resources, wetlands, water quality, storm water discharge, air quality, wildlife resources, erosion and sediment control, noxious weeds, and hazardous/contaminated materials.
SWCA’s role was to represent the proponent (UDOT) in daily oversight of construction activities to inspect and provide input regarding the construction company’s environmental compliance actions on the 14 mile-long new road construction project. Environmental resources monitored included cultural, biological, wetlands, noxious weeds, storm water discharge, water quality, air quality, erosion and sediment control measures, and hazardous/contaminated materials spills. In addition to the standard construction monitoring, the Legacy Parkway Project also required bald eagle monitoring, raptor monitoring, and bird-nest clearing. Mr.
Braumberger was primarily responsible for the management of the environmental Quality Assurance (QA) program on behalf of UDOT to conduct audits of the Contractor’s Environmental Monitoring reports on a weekly basis regarding all environmental resource monitoring activities on the project. Environmental Compliance Program Manager, Legacy Parkway Environmental Compliance; Salt Lake and Davis Counties, UT (2001–2006): Pre-construction Mr. Braumberger was responsible for the development of the Environmental Protection Program that would be implemented for the project. During the construction phase of the project, Mr. Braumberger was responsibly for the implementation of the Environmental Protection Program and management of permit compliances in the areas of cultural resources, wetlands, water quality, storm water discharge, air quality, wildlife resources, erosion and sediment control, noxious weeds, and hazardous/contaminated materials. Environmental Compliance Program Manager, Topaz to Lava Hot Springs Project, ID (2006–2009): During the construction phase of the project, Mr. Braumberger was responsible for the management of environmental permit compliances in the areas of cultural resources, wetlands, water quality, storm water discharge, air quality, wildlife resources, erosion and sediment control, noxious weeds, and hazardous/contaminated materials. The primary focus was to ensure that the contractor’s work was in compliance with the project’s Storm Water Pollution Prevention Plan (SWPPP). Mr. Braumberger conducted document control of all environmental permits, monitoring forms, and prepared the environmnetla compliance monitoring report at the end of the project.
