PROFESSIONAL EXPERIENCE

L-3 COMMUNICATIONS CORPORATION, Dallas, TX 1998-2011

(Formerly Northrop Grumman, formerly Litton Industries)

L-3 Communications is a prime contractor for the U.S. Military and other U.S. Government agencies, with 63,000 employees worldwide and annual sales of $15.7 billion. L-3 Infrared Products and its legacy companies employed close to 4,000 employees in the U.S. and had annual sales exceeding $400 million.

Division Manager, EHS & Security (2008-2011)

Responsible for the overall development, implementation, administration and compliance of all operations in relation to EHS and Security programs concerning the manufacturing and research and development operations at all Division operations. Maintained oversight of the Chemical Warehouse operations and personnel at each location. Responsibilities included compliance to regulatory and corporate standards, as well as implementation and maintenance of programs supporting compliance in these areas. Maintained internal budget centers of $2.5M annually, and managed a staff of as many as 40 persons and three direct reports.

• Consolidated operational standards, practices and procedures for EHS and Security division wide.

• Maintained continuous improvement on corporate EHS and Security audit status from year to year.

• Improved DSS security ratings at all locations consistently over this period of time, maintaining “COMMENDABLE” ratings at the DFW locations for two consecutive years.

• Eliminated the use of hazardous materials methylene chloride and thorium fluoride in manufacturing processes without impacting production operations.

Division Manager, Facilities/Security/Regulatory Compliance (1999-2008)

Responsible for the administration of the Facilities and Maintenance operations at all DFW locations that included as many as five facilities and over 300,000 ft2, EHS, Chemical Warehouse, Loss Prevention, and Security at all Division Locations. Responsibilities included personnel management of as many as 49 persons and 4 direct reports as well as management of company property and assets, utilities including industrial gasses, capital budget planning and project implementation, and resource and budget management of buildings, equipment, building leases and building maintenance functions with internal budget centers of $5.3M annually.

• Completed facilities consolidation project that moved Texas Operations from four buildings to two realizing annual operational savings of over $1M/year. Project was completed in 2003 ahead of schedule and on budget of $1.25M.

• Implemented an automated internal tracking system for classified contracts and subcontracts to minimize and reduce holdings and personnel security clearances to required levels.

• Obtain security accreditation for over 80 classified automated information systems in the manufacturing operations

• Maintained compliance with regulatory agencies via regulatory permits that included 5 clean water act permits, one CAA synthetic minor permit, several CAA permit by rule requirements across the U.S.

• Completed 5-year energy procurement for DFW operations that avoided $720K annually in electrical utility costs through reverse auction.

• Completed infrastructure upgrade projects totaling over $4M from 1999 to 2008. All projects were completed on schedule and budget and included:

• HVAC upgrades

• Facilities reorganization

• Furniture/Infrastructure upgrade

• Wastewater Treatment Systems upgrade

• Safety Systems/Fire Alarm upgrade

Division Manager, Environmental, Health, Safety and Security (1998-1999)

Responsibilities included oversight of Security and EHS staffing, budget and planning. EHS responsibilities were all Division locations in Texas, Arizona and Alabama. Responsible for maintaining staff of as many as 28 persons and 3 direct reports with annual operating budget of $850K that included the operation of Chemical Warehousing at each location.

• Developed and implemented EHS and Security Policy with Senior Management that included routine reporting and metrics for improvement.

Mounce & Associates, Inc. is a small consulting firm that employs around 20 EHS professional scientists and technical support personnel. This firm operates nationwide and caters to niche markets of small, medium and larger operations that have specific needs regarding EHS compliance and programs.

Alcatel Network Systems acquired from Rockwell International was a leader in telecommunications manufacturing of fiber optic and microwave transmission systems and networks. The U.S. operations maintained over 3,000 employees with annual sales in excess of $1.2 Billion.

In increasing roles of responsibility, was responsible for administration, management and technical support of environmental and loss prevention programs for all Alcatel Network Systems locations in North America. Participated in the formation and development of corporate strategies in environmental management and prepared detailed programs, procedures and directives in support of company's environmental philosophy that included the review and provided technical support for construction, renovation and demolition projects that involved environmental or loss prevention issues, detailed environmental site assessments and audits on TSDs and outsource vendors and for real estate acquisition or divestiture, the management of environmental and loss prevention programs at the ANS Richardson facilities. Directly involved in preparation and maintenance appropriate permits, reports and associated programs to meet regulatory requirements for air, water, solid waste, asbestos removal, and petroleum storage tank management that were associated with the operation of the Richardson manufacturing facilities.

• Project leader for 1991 Texas Governor’s Award for Waste Reduction/Elimination project that eliminated the use of ODC’s in the manufacturing processes and saved $3.5M annually by eliminated labor and chemical intensive cleaning processes.

• Updated fire protection and infrastructure through a two-year upgrade program to schedule and budget of $1.3M.

• Updated the wastewater treatment facility to a modernized facility that treated various industrial wastewaters, in full compliance, at a rate of 280 GPM. Project was completed ahead of schedule and on budget of $823K.

• Implemented preventive maintenance programs for loss prevention and pollution abatement systems that saved $250K annually through predictive maintenance.

• Supported site environmental coordinator in PCB removal program, underground storage tank removal and facility closures.
