Computerized bidding of site-work and heavy civil construction projects for parks, subdivisions, pump stations and a museum expansion. Managed construction of a major road-widening project with extensive large utility pipelines in Port Charlotte, Florida, site-work for Wal-Mart, Lowes, Staples and Publix stores in Sarasota and storm drain construction for an FDOT project to widen 10 miles of I-75 in North Port/ Venice, Florida. Also, managed underground storm drain and utility work for large FDOT road-widening projects in Manatee and Hillsboro Counties.

2007-2009 Division Project Manager III, APAC Southeast, Inc.

As a senior construction project manager for one of the largest paving and road-building companies in the USA, my duties included interfacing all projects between bidding and accounting software, maintaining overall crew and material schedules in electronic format for the entire division, mentoring and assisting employees (particularly with IT issues), bidding road and bridge projects (using HCSS HeavyBid), preparing and updating CPM schedules (using Primavera) for all projects. Also, I concurrently managed large projects, including paving for a three-mile reconstruction of six-lane US 41 in Venice, FL, runway and taxiway reconstruction jobs at the Sarasota Airport, repaving of numerous County and City roads (8 projects), ramp modifications for I-75 interchanges and also a reconstruction of a highway bridge in Englewood, FL. Additionally, I worked with partner engineering firms to develop very detailed design/build proposals for three large road projects.

1998-2007 Vice President/Development Manager, Eastern States Development Co., Inc.

Responsible for coordinating a team of employees, engineers, lawyers and consultants to purchase properties and then add value by developing plans and getting them approved by the regulatory bodies, political entities and the community. Ten to fifteen projects typically under way under my control in one stage or another at one time. Prepared and reviewed contracts to purchase and sell properties, determined the basic development concept, prepared budgets and schedules, hired consultants, and dealt with federal, state and county governments and their requirements. We developed industrial parks, shopping centers, office buildings and residential subdivisions.

• Located property to purchase, prepared agreements of sale, letters of intent, contract amendments and other complex agreements.

• Designed basic development concept, prepared budget and schedule, obtained financing, hired consultants, met with community representatives, government officials, adjacent landowners and politicians to obtain approvals. Made presentations at many public hearings.

• Hired contractors and consultants, and then directed and monitored construction.

• Resolved existing environmental pollution issues, historic and archeological resources, relocation of structures, demolition of existing buildings, creation of wetland mitigation areas and very complex landscape and lighting schemes to comply with local codes.

• Prepared sales and lease agreements for industrial purchasers/lessees, and coordinated specific power, water, sewage disposal and other needs for individual industrial building uses.

• Set up maintenance corporations to manage residential and industrial subdivisions, including creation of maintenance declarations, incorporation documents, railroad agreements and deed restrictions.

1985-1997 Project Manager / Estimator, Eastern States Construction Service, Inc.

Estimated fixed-price bids for site work and heavy civil construction projects involving earthwork, paving, concrete, including highway and railroad bridges, mechanical work and underground utilities.
