PROFESSIONAL EXPERIENCE:

President, Marvin Greer & Associates, LLC, a 25 year old real estate/ economic development and land use planning consulting firm that specializes in structuring acquisition and debt financing of residential and commercial properties.

• Chairman of the Pasadena Community Development Committee, a redevelopment authority, served eight years and built the financial model using structured bond financing, tax increment financing, block grants and other financial tools to revitalized the dilapidated old downtown Pasadena into the highest sales tax generator in the city.

• Developed, financed and constructed the largest and first low income housing tax credit residential development in the Watts community of Los Angeles since the Watts riots of 1965.

• Acquired an abandoned railroad right of way, financed and constructed the largest tract of single family homes developed in the Watts community since World War II.

• Conceived, planned and implemented the Century Freeway Corridor Economic Development Strategy for eleven political jurisdictions in Los Angeles County.

• Developed, financed, and constructed Savannah at Washington Park, a 40 home subdivision, Atlanta Georgia.

• HOPE VI Technical Assistance Consultant with KPMG/ PEAT Marwick- HUD Headquarters.

Director of Housing Development, Atlanta Neighborhood Development Partnership, restructured development department and launched a property management division and a residential sales division which increased corporate profitability. Had direct control over the management of $20 million assets of 1000 units of multi – family housing. Structured the financial packaging and land use plan for the development of a single - family residential community on 30 acres of company owned property.

2004 – 2006

• Irwin Place - designed and constructed 17 town homes

• Martin House at Adamsville – supervised the financial restructuring of a 145 unit low income housing tax credit senior community

• Ponce Park – financial structuring partner in the acquisition of City Hall East, an adaptive reuse/ mixed use community.

• Twelve Centennial Park – negotiated an affordable housing partnership interest in the development of a 1000 unit condo/ boutique hotel development.

Vice President / Principal, OLH International, Inc, a construction management / project management company. Hired and managed a team of project managers, architects and engineers in the design / build practice for the expansion of the Fulton County Jail; construction of Linwood Jackson - Atlanta City Court House; Bell South Parking Structure and project scheduling for the South Carolina Highway expansion program. 1998 – 2002

• Negotiated Joint Venture partnership agreement with Turner Construction Company to construct $35 million city court house and $30 million Fulton County Jail rehabilitation.

• Negotiated Joint Venture partnership arrangement with PBS &J Engineering Company for South Carolina highway construction expansion.

Executive Director, Urban Residential Development Corporation. Chief Executive Officer of non – profit housing corporation managing a $22 million real estate portfolio and a property management company of 1100 units of low income and affordable housing units in Greater Atlanta. Additionally, acquired 32 acres of land from HUD and master planned a 109 home single family home subdivision and a 94 unit senior citizens complex. 1996 – 1998
