PROFESSIONAL EXPERIENCE
• Created the Leadership Development Program (LDP) for the Quality Assurance Department of Norfolk Naval Shipyard. Department includes over 500 civilian engineers, technicians, inspectors, and auditors that work as quality engineers, nuclear and non-nuclear inspectors, chemical and calibration laboratory personnel, and perform contractor oversight and audits.
• Lead a team of 12 Professional Quality Auditors who audited all Non-nuclear and some Nuclear work on Navy submarines, aircraft carriers and other surface ships as well as contractor material. All auditors were ASQ and SUBSAFE certified.
• Lead a team of over 100 civilians and 15 military personnel who performed shipboard inspections and certifications on Navy submarines, aircraft carriers and other surface ships. Responsibilities included technical control/process development, training, budgeting, scheduling, mentoring and oversight of critical Non-nuclear work (Including SUBSAFE). Personnel include tradesmen, technicians, supervisors and managers who perform work 24/7.
• Lead a team of 30 Nuclear instructors, inspectors, and technicians who trained nuclear inspectors and performed final certifications of all Nuclear Work packages in a 24/7 operation. Responsible for archiving of records.
• Held positions as Supervisory Nuclear Inspector, Nuclear Inspector Instructor, Nuclear Inspector, and Nuclear/Non-nuclear Machinist among others.
SIGNIFICANT ACCOMPLISHMENTS
• Planned and stood up the current Non-nuclear Inspection Division in early 2007. This entailed developing an organization that supports non-nuclear work 24/7 around the world. The organization was a Branch of a larger entity and had significant quality problems in 2005/6. By late 2007 the quality problems were reduced by over 75%. The organization is now known as one that provides high quality work, is customer oriented and safely provides strength to the overall quality program at Norfolk Naval Shipyard.
• Developed the Audit Plan and was Audit Team Leader of the Naval Ship Support Activity, Norfolk (NSSA) mandated by the Commander, Naval Sea Systems Command (VADM McCoy) due to on-going quality problems. Received a special letter of achievement from NSSA Commander for the results which were used to substantiate suspected problems and provide a basis for improvement.
• Participated on the first NAVSEA SUBAFE Functional Audit of the Electric Boat Corporation as the Quality Team Leader. Also participated in NAVSEA audits of all other Shipyards and Headquarters.
• Received the International Federation of Professional and Technical Engineers, Local One, (IFPTE) 2003 Partnership Award for recognition of my individual initiative, commitment and leadership in Labor/Management relations at NNSY.
