New Wishard Hospital project –Cost Engineer Auditor

I am presently auditing prolog system for $889 Million project. As part of the Audit I am verifying that users have imported Budget, Commitments, Cost, and Forecasting into to Prolog Project Manager System correctly based on source documents (Contracts, purchase orders, Invoices, & Potential Change Orders). Multiple Cross reference check of contractual documents with data uploaded to Oracle system and to Prolog System to ensure accuracy. Provide reports to Executive level management noting and describing any discrepancies that have been found between source documents and data in prolog. Provide correction plan to upper management detailing solutions to correct any problems noted.

June 2011 – January 2012

Amtrak AARA Project – Cost Engineer

My role on this project was to be the catalyst for closing out 50 Design Builder contracts totaling 200 Million. Effectively formulated tools to track, analyze, and report status on the close out process in order to comply with strict AARA guidelines. Assisted other Cost Engineers with projects nearing closure by channeling flow of through me so that Amtrak Comments regarding Pay Applications to the Design Builder and then review, respond, and channel feedback to the Amtrak Comments through the submittal process that I developed.

June 2010 – June 2011

Microsoft Data Center Development $780 Million– Senior Cost Engineer

Senior Cost Engineer for Data Center projects for East Coast, Des Moines, and Bay 1 and Bay 2 projects. Through the use of Prolog Manager System Database I am able to incorporate data from the Microsoft (SAP system) into Prolog Manager. This interface between SAP system and Prolog System enables me to manage, track, and control cost on behalf of Microsoft client. I incorporate Purchase Orders and Expenditures from SAP into the Prolog system. I also meet with Construction Managers to gain insight on potential changes that may have impact on cost and/or schedule. I currently prepare Cashflow projections on these projects. My duty is to provide Microsoft client with cost and forecast data that will allow them to produce Data Centers that are continually more cost effective.

Fort Bliss - 3 IDIQ contracts $95 Million each - Senior Project Controls Specialist IV

As Joint Venture Project Controls Specialist my primary role was to manage, track, and provide budget and cost analysis to Joint Venture Business Operations Manager and Jacobs’ upper management utilizing Prolog and other Jacobs’ specific accounting software tools such as ORACLE. The Fort Bliss project is an IDIQ contract where funds are distributed through task order/delivery order. From inception of the task order award, I maintained accurate contract records in Prolog, began the procurement process for subcontractors and vendors by providing Purchase Requisitions to Jacobs procurement Department on behalf of the Joint Venture, tracked and managed Subcontractor Contracts and formulated Potential Change Orders and subsequent Subcontractor Change orders, Worked with Project Managers to formulate and process Applications for Payment to the Corps of Engineers, verified and processed Subcontractor invoices and vendor invoices for payment. Additional duties included Cash Flow projections and Small Business Reporting.

Project Controls Manager

As Controls Manager for the Hunt Construction Management Team my primary responsibility was to validate the validity of Change Orders for a $365 million construction project. I managed and tracked all phases of the change orders process from potential change order tracking to fully executed Change Order. I facilitated weekly meetings with multiple Project Engineers regarding their request for information (RFI’s) in order to establish whether RFI’s would impact cost and/or schedule. An integral mechanism to managing and tracking the change order process was to identify out of scope changes and formulate the request for proposal to subcontractors so that a Rough order of Magnitude estimates and final pricing cost were obtained and evaluated ensuring timely response to pricing request.

Sr. Scheduler and Project Controls Manager

As a Sr. Scheduler and Project Controls Manager for a project having construction cost of over $500 million, I provided technical support for six construction subcontractors on updating schedules using Primavera Project Planner (P3) and Primavera Project Planner for Enterprise and Construction (P3e/c). I formulated and compiled the subcontractor’s schedules into a Master Schedule for management usage. I provide monthly earn value reports detailing the planned cost curves, earned value curves, and actual cost curves. I produce these curves by cost loading the P3 e/c schedules for each of the subcontractor’s schedules. I successfully converted each of the P3 schedules into P3e/c using the import module in P3 e/c. I provided the client (Metro formally known as Bi-State) with what if scenarios and work around plan schedules. I was responsible for reviewing and accepting baseline schedules from subcontractors. I provided the client schedule updates, three-week look ahead schedules, and three-month look ahead schedules.

I developed a Master Schedule and subproject schedules for environmental studies using Primavera Project Planner as well as cost loaded the activities in the schedule and developed baseline curves for each subproject and the overall Master Schedule using Excel. As the work progressed on this project, I maintained the Master Schedule and the subproject schedules. Providing the client (MoDOT) with monthly project reports on costs and scheduling issues and uploading the Master Schedule and overall cost reports onto the Internet base web site are included among my duties as a project controls manager. I provided technical support for subconsultants that utilize P3 and Suretrak for updating their Section of Independent Utility (SIU) Schedule. It was my responsibility to modify the baseline and subsequent schedules in order to incorporate any budget changes that occur. Plotting monthly curves for the progress and actual cost incurred and comparing to each SIU baseline curve were part of my duties.

Deputy Project Controls Manager

As a deputy project controls manager for this $100 million road project that consists of the design of resurfacing and associated roadway improvements, provides support to the project controls manager. I was accountable for the coordination and implementation of the project controls (estimating, budgets, costs, documents, and scheduling). I set up a cost and resource loaded schedule using Primavera Project Planner (P3). From this information I generated earned value reports and established the baseline schedule for the purpose of performance reporting and evaluation of the forecast schedule. In addition, I maintained the master schedule so that it reflects project progress. I assisted in establishing policies and procedures that govern project control processes and interfaces with representatives from the Missouri Department of Transportation, designers, and contractors. Other duties include providing quality control of data and reports, assisting the program manager with client requests, and evaluating project controls for changes and improvements.

Lambert St. Louis International Airport Expansion

Project Engineer

As a project engineer for the $2.6 billion Lambert-St. Louis International Airport Expansion program, I maintained seven demolition schedules that consisted of updating the status of a variety of demolition activities; such as tracking the status of demolition permits in which schedule updates are monitored on a daily basis. I also maintained the master schedule for the Lindbergh Short Airport Expansion option. Keeping the project controls manager abreast of the actual land acquisitions as related to the original budget estimates and preparing scheduling information to be presented to airport officials were also included in the scope of my responsibilities.

St. Clair County Metro Link Extension

Project Engineer

I was an inspector on a joint venture project with STV/PB Booker during the construction of the Metro Link system extension from East St. Louis, Illinois to Belleville Area College. My responsibilities included supervising welding and writing inspector's daily reports which consisted of keeping accurate and detailed records of the contractor's performance and reporting day-to-day contract activities. I also reviewed contractor change orders, contractor requests for information, and submittals.

1997- 2000

I served as a project controls engineer for Schnucks City Plaza and LaSalle United Methodist Church both in St. Louis, Missouri. At Schnucks City Plaza, I was responsible for scheduling construction activities using Suretrak and contract administration for construction documents using Prolog Manager. I approved shop drawings for architectural review as well as subcontractors' pay requests. Acting as a mediator between owner/architect and subcontractor's project engineer regarding Requests for Information. Generating and dispersing meeting minutes were part of my responsibilities. My tasks at the LaSalle United Methodist Church consisted of monitoring contract administration for construction documents as well as budgeting and tracking project costs. I processed applications for payment, approved and submitted potential change orders, and organized payments for contract and general invoices.
