Most recently I worked for the San Diego Air Pollution Control District (SDAPCD). My 16 years of permitting experience culminated with me processing the most difficult applications in the Chemical Engineering section. My experience made me (1) sensitive to the needs for flexible permits that allow for process changes, while minimizing potential liabilities to the permittee; (2) aware of the importance of listening to and addressing the needs of the applicant; (3) aware of the internal working of regulatory agencies; and (4) mindful that steps can be taken to streamline the application process and reduce costs.
I was also a student worker at the Diablo Canyon Nuclear Power Plant in Avila Beach, CA, in the Environmental Compliance Division. I was tasked to work on portions of Sara III Tier II, review portions of the San Luis Obispo’s Air Pollution Control District rule(s) regulating coating operations and compliance with portions of the business plan.

Worked for the SDAPCD as an associate permit engineer. Worked on a variety of projects: soil remediation, coating operations (e.g. NASSCO, BAE Systems), pharmaceutical operations (e.g. Pacira, Isis), DNA sequencing (e.g. Illumina), reagent manufacturing (e.g. Beckman Coulter), banking emission reductions (e.g. Keclo, Martin Furniture), wave soldering (e.g. Kyocera), adhesive operations (e.g. Hunter Industries), etc. I also processed a handful of senior permit engineer level applicants .
Soil Technician, Seven Oaks Dam, Redlands, CA 1994-1995
Worked as a subcontractor for the Army Corps of Engineers to verify soil compaction and verify if an appropriate mix of soil and aggregates was achieved.
Student Worker for Environmental Compliance Division, Pacific Gas and Electric (PG&E), 1992-1994
Diablo Canyon Nuclear Power Plant, Avila Beach, CA
Training at PG&E touched on Sara III Tier II which consisted of hazardous materials inventory and preparing a contingency plan. The contingency plan was sent to the state for approval. Other duties included verifying compliance with the business plan and paint/solvent usage/emissions.

Duties involved sampling soil and testing for compaction and supervising earth-moving equipment. I also assisted in Phase I, II, III and/or IV for soil remediation projects.
