PERFORMANCE MANAGEMENT:

 Managed large organizations with up to 12 direct reports and a total organization size of up to 70 personnel. Worked with staff to prepare annual performance contracts. Conducted periodic and annual performance reviews. While in a heavily regulated pipeline operations environment, successfully integrated QA and Inspection organizations across functions. Achieved a cost savings of 2 million annually through system and process performance improvements.  As an owner company representative, managed all technical inspection/testing functions and technical personnel involved in large modular facilities construction and major maintenance projects valued from 1 million to over 350 million at multiple jobsites and contractor/fabricator locations. Managed direct-hire staff of 10 personnel. Planned and ensured inspection, testing and commissioning of facilities and systems consistent with Codes, Standards and Specifications typical to oilfield process, pipeline, and refinery construction and maintenance projects. Approved and provided oversight of EPC contractor quality programs, inspection and testing plans.

 Managed manufacturing production personnel performing welding and manual machining operations. Scheduled work flows and monitored equipment and operator performance to ensure results consistent with requirements. Responsible for coordination with engineering, materials, quality, corrective action and transportation functions.

 Managed the design and construction of large public recreational facilities. While a regional project/construction manager for a national resort property development firm, managed the development of 5 properties ranging from 70 to 350 acres in size and a direct hire staff which averaged 70 personnel. Responsibilities for preparation, award and oversight of engineering/architectural and construction contracts. Responsible for overall cost and schedule performance, technical compliance, community relations, resolution of claims and performance management of regional direct hire staff.

TECHNICAL SUBJECT MATTER EXPERTISE:

 Senior level knowledge of the ISO 9001–2008 (including sector specific) models for assurance. Experienced in pre-certification system and component process development and implementation. Have developed and delivered enterprise wide training in support of ISO program implementation and certification in Operations, EPC, Fabrication and Manufacturing environments.

 As a subject matter expert, performed assessments and audits of supplier and contractor programs for implementation effectiveness. Also, supported company legal team as the quality function expert in high profile federal and state hearings.

 As an owner company representative monitored fabrication, construction, inspection, testing and final commissioning contractors for Prudhoe Bay production facilities and pipelines. Oversight of all quality related civil, structural, piping, mechanical and NDE activities.

 Prior license as a Welding Examiner, issued by State of Alaska Board of Welding Examiners. Prior certification as CWI, issued by American Welding Society. Level II certifications (company specific) in PT, MT, UT, RT (film interpretation). Prior company specific certification as Lead Auditor, ISO 9001.

COMMUNICATION AND ANALYTICAL EXPERTISE:

 Significant experience and expertise in reviewing complex Regulatory, Code and Standard requirements. Successfully communicated regulatory requirements contained in the Trans-Alaska Pipeline Federal Grant and State Lease to enterprise wide operations, maintenance and projects personnel. Supervised regulatory specialists and evaluated ongoing compliance with requirements.

 For the Trans Alaska Pipeline and Valdez Terminal, prepared communication materials and delivered quality program status specific to improvement initiatives for internal executive and functional leadership.
