UNIVERSITY RESEARCH CO., LLC (URC). [Nov-Dec 2010]. NULIFE-FOOD AND NUTRITION INTERVENTIONS FOR UGANDA. Work with Ministry of Health (MOH) officials to develop an action plan for implementation of steps to integrate Ready to use therapeutic food (RUTF) into national medicine supply chain system for public and private health facilities; in current 54 health facilities then replicated to over 3000 facilities countrywide.

Supply Chain Management Systems (SCMS) Project is the President’s Emergency Plan for AIDS Relief (PEPFAR) Implementing Partner and funded by the United States Government (USG) through US Agency for International Development (USAID).
Represented the SCMS project to USG Agencies, collaborating partners, Ministry of Health (MOH) and had overall responsibilities for personnel and planning of implementing interventions to strengthen supply chain capacity.
Developed and implemented annual Country Operating Plans (COP) and corresponding fiscal year (FY) budgets for FY06-US$737,500, FY07–US$3,901,473, FY08-US$4,727,388, FY-US$3,231,713. An increase by 540% and Total obligated funding of US$ 12,598,074 in two and a half years.
Supervised 9 technical advisors, finance and administration staff, tasked with implementing program activities; and indirectly supervised 7 staff seconded to host government. Total 16 professionals in pharmacy, logistics, public health and business administration.
Designed technical strategies and work plans, provided in-country technical assistance, followed standard SCMS host-company administrative, financial procedures and protocols; to strengthen pharmaceutical management systems for HIV/AIDS activities and medicine management functions.
Communicated with SCMS Project Management Office, USG Team, public, private, Faith Based & Non-Governmental Organizations and the donor community;
Promoted collaboration and best practices in forecasting, procurement, storage, distribution and information on HIV/AIDS medicines & commodities.

Acting Country Team Leader/Pharmaceutical Management Advisor, Windhoek, Namibia
Provided coverage for program objectives:- 1) policy, legal framework and support systems for pharmaceutical management, 2) human resources for HIV/AIDS activities and treatment sites, 3) pharmaceutical and commodity management systems and procedures for Medical Stores and treatment facilities and 4) rational use and provision of HIV/AIDS-related pharmaceuticals. Supervised 5 technical and administrative staff, indirectly supervised 17 seconded pharmaceutical officers – a total 22 employees.
Played key role as team member in developing annual Country Operating Plans (COP) and fiscal year (FY) budgets; FYP04(PMTCT+Track1.5)-US$835,000, FY04(Track2.0)–US$1,177,000, FY05-US$1,742,100, FYP06-US$1,932,000. An increase of 130% and total funding of US$5,686,100.00 in 2.5 years.
Provided technical assistance and support to Ministry of Health, Central & Regional Medical Stores and other stakeholders; integrate pharmaceutical services in health systems to coordinate supply chain activities.
Developed and Trained on Standard Operating Procedures (SOPs) and implemented interventions to strengthen medicines management functions. Medical stores had 77 employees handling operations in warehousing, distribution, storage, procurement, transportation and administration.
Assisted with the computer network linking central and regional stores to facilitate flow of information, order initiation and improving pharmaceutical management operations.
