•Provided legal advice to the U.S. Department of Navy’s, Navy Law Office regarding Environmental Affirmative Claims recovery under CERCLA. Drafted legal document analyzing the Navy’s compliance with Congressional oversight, public participation, environmental justice, and petroleum exclusions provisions under CERLCA.

Power of Attorney/Caregiver, Columbia MD November, 2007- May, 2008

•Served as designed Power of Attorney, Medical Power of Attorney, and full-time primary caregiver for family member recovering from renal failure and kidney transplant. Compensation came from family portfolio. Responsibilities included the following: making critical business decisions and financial decisions to maintain family’s portfolio, including meeting with banks and attorney and assisted hospital medical team with key decisions regarding her care.

U.S. Environmental Protection Agency, Washington, DC June,1999-August, 2007

Attorney-Adviser, Office of Enforcement and Compliance Assurance

•Negotiated the settlement agreement to encourage greater compliance with environmental regulations for large farming entities. More than 2,000 farms in 37 states have accepted the terms of the Consent Decree.

•Established and managed the Document Production for thousands of documents submitted by farming entities in compliance with the Settlement Agreement between U.S. EPA and the Animal Feedlot Industry. The Document Production process included screening for Confidential Business Information, (CBI).

•Conducted legal research and analysis and provided recommendations to senior management regarding settlement agreement with the large farming industry.

Environmental Protection Specialist, Office of Atmospheric Programs

•Served as technical adviser to the South African Government, Department of Environment and Tourism, (DEAT), on behalf of the U.S. EPA for air quality management and climate change issues.

•Led EPA-wide effort to secure USAID funding to promote the development of South Africa’s air quality management, energy planning and climate strategy. Developed research team, consisting of a partnership between the Energy Research Institute at the University of Cape Town and the Lawrence Berkeley Laboratory at the University of California at Berkeley. The collaborative efforts of this partnership include the following:

•Developed initiative on climate change and energy sector management with South Africa resulting in the development of a national air quality management strategy and the phase-out of lead in gasoline;

•Through research team, was able to cultivate key relationships with government officials. Team served as experts advisers to the South African Parliament on energy and climate change issues. Team presented findings during event during the World Summit on Sustainable Development held in Johannesburg, SA in 2002;

•Research team improved data sufficiency and data quality of South African energy models and scenarios, emissions factors and statistics reported to international agencies such as the World Bank and the International Energy

Agency.

•Represented the Agency domestically and internationally, including international meetings in Bali and Johannesburg at the World Summit on Sustainable Development, Africa Energy Forum in Scotland and Paris, and the U.S. Department African Energy Initiative for climate change activities for the Region.

Project Lead, World Bank Clean Air Initiative for Latin America

•Provided technical advice to four Latin American governments to promote the development of environmental regulatory structures addressing urban air quality, public health and climate change.

•Led major international workshop held in Sao Paulo, Brazil in 2004 in support of the World Bank’s Clean Air Initiative that promoted partnerships between business, government and academia to address urban air quality management in Latin America. This project forged stronger ties between the World Bank and Brazil to promote greater cooperation in the region.

•Coached senior U.S. government officials on the key policy issues related to urban air quality. Developed briefing papers and wrote remarks delivered by officials.

NATIONAL COUNCIL OF CHURCHES, Washington, DC 1998-1999

•Managed lobbying efforts focused on the Congress and Executive Branch Agencies.

•Coordinated advocacy and policy development activities related to Global Climate Change in support of a 12-state outreach campaign.
