EXPERIENCE: Contracts Negotiator for USAF from Oct, 2009 to present.

• Principle government team negotiator on a $2.7M new contract for Military GPS security chips. Negotiated scope, schedule, indirect/direct rates, and percentage of profit. Considered advice of legal counsel and the engineering team in awarding the contract.

• Principle government team negotiator on a time sensitive and high visibility $15M Range Systems Integration project at Cape Canaveral, Florida. Negotiated scope, schedule, labor mix, indirect/direct rates, and percentage of profit. Collaborated with the engineering team and DCMA to evaluate contractor proposal and to develop the Air Force negotiation objective.

• Wrote succinct contracts, request for proposals, determination and findings essays, negotiation reports, instructions to contractors, and final decision reports.

• Extensive experience in evaluating proposals and writing RFPs. Subject matter expertise in evaluating estimates of material, production costs, and delivery schedules.

• Developed subject matter expertise in: leadership, team dynamics, negotiations, contract pricing, learning curves, statistical data analysis, federal contract/fiscal law, and fostering full and open competition.

• Vigilantly studied contractor responsibility issues pertaining to contractor’s financial health, internal work processes, and past performance before awarding government contracts.
