PROFESSIONAL EXPERIENCE
2008-Present Vice President of Benchmark Water and Environmental Resources
LLC. Dr. Henley serves as the senior professional for the company and is
responsible for directing work of the Environmental Division. Areas of expertise
include natural resources assessments and management, environmental impact
assessments as required by NEPA, Phase 1.2 and 3 Environmental Site
Assessments, as required by ASTM 1527-5. Dr. Henley also provides direction
for all environmental planning studies, including those required for corridor and
route planning for major facilities. In addition, he is responsible for directing all
waste treatment and pilot plant studies. Dr. Henley has over 30 years experience
as an environmental scientist. He is the author of over 50 publications and
reports and holds 5 patents.
2003-2008 Associate Vice President for Research and Technology Transfer, University of North Texas. Dr. Henley was responsible for the management, protection, licensing and commercialization of the UNT developed intellectual property. In addition, he had the responsibility for development of the 300 acre UNT Research Park. He was also Director of the UNT Business Incubator, which facilitates the development of UNT intellectual property through start-up businesses. Dr. Henley was also the Director of the Center for Technology Development and Transfer which developed, managed, transferred, marketed or otherwise commercialized technology owned by UNT or in which the institution owned an interest. Dr. Henley also worked with faculty members in the development of research initiatives at the state and federal levels and with private industry. Dr. Henley is an active inventor. Active research and development areas include alternative energy, nanotechnology, sensing and detection, microwave interaction with nanostructures, anti-microbials, water resources, waste water treatment and environmental sciences.
2000-2003 Dr. Henley worked as a private investor, inventor and consultant.
1995-1999 Dr. Henley was one of three founders of Internet Global Inc. The company was the first company to deliver DSL technology commercially in 1996. It was also the rollout partner for Erickson’s patented VOIP (Phone Doubler) technology in 1998. IGlobal constructed a national VOIP network for long distance service. The company was sold in 1999.
1993-1999. Dr. Henley was President and owner of Effluent Treatment Services, Inc. (ETS). The company treated Class I and II categories of industrial wastewater under permits held from the State of Texas. The treatment process employed a proprietary ultrafiltration technology. The process was improved sufficiently enough by ETS that the company built its own line of ultrafiltration machines. ETS was sold in 1999 to a national publicly-owned company.
1986-1996 Dr. Henley was President and owner of Reclamation Systems, Inc. The company was a major supplier of cement kiln dust (CKD), a waste by-product from the manufacture of cement. Reclamation Systems, Inc. researched and developed a significant number of economical and beneficial usages for the material. Dr. Henley received the first Beneficial Reuse Permit issued in the State of New York. CKD is now considered the material of choice for fines addition to bituminous asphalt and for stabilizing certain hazardous waste materials and other waste materials, including sewage sludge. The CKD was also permitted in New York, Massachusetts, Vermont, and Connecticutt as agricultural lime.
1983-1985. Dr. Henley was President and owner of Expert Systems Associates, Inc. (ESA). In addition to management duties, Dr. Henley provided senior technical review and senior authorship on systems research and development projects for the company. Areas of expertise included environmental resources management, systems analysis, water quality investigations and permitting, wastewater treatment, hydrological investigations, modeling of freshwater flows, development of environmental management information systems, and decision support systems.
1980-1983. Dr. Henley was President of PETRA of Texas, Inc. His duties included serving as Chief Executive Officer for the company, providing technical direction, project management and senior authorship.
1977-1979. Dr. Henley held a Senior Research Scientist appointment with the Institute of Applied Sciences, North Texas State University, Denton, Texas.
Dr. Henley has authored and co-authored over 50 scientific and professional reports. He was co-editor of Standard Methods for the Examination of Water and Wastewater, USPHS and AWWA, 14th and 15th Editions. Publications and reports are available upon request.
