Responsible for managing the day-to-day activities of over 30 installation, testing and integration team members. Tracked equipment status, scheduled and coordinated shipment to job site.

Ensured adherence to policies, procedures, government regulations, and customer specifications.

Ensure vendor support for equipment for the life of the contract such as spare parts, software updates and technical support as needed.

Management Consultant

Consultant to the Global Commercial Markets (GCM), Government Markets Organization - Customer Business Management & Marketing (CBM&M), Customer Team (CT), and Offering Business Unit (OBU).

Provide consultation/clarification on Government Military and Civilian Contracts to insure accuracy of AT&T's responses to RFIs, RFPs and RFQs.

Lead manager in the area of management and training. Supported team members of GCM in areas of Logistics, Purchase Products, Program Management, and Project Management.

Provide expertise for Red Team Reviews in the areas covering technical, management, logistics, scheduling, and pricing.

U.S. AIR FORCE Scott Air Force Base 1989-1992

Switching Systems Program Manager - Captain

Supervised five project managers for the evaluation of RFP responses. Developed, planned, coordinated and implemented technical evaluation procedures for digital switching systems (DSS) and transmission distribution systems acquisitions worldwide. Contracts value over $45M.

Participated in conferences, meetings, panels, and working groups for analyses of systems performance.

Served as Project Manager, directed teams of engineers developing cost estimates, Statements of Works (SOW), equipment performance specifications (EPS) and contract data requirements.

Defined and resolved interoperability requirement issues between the U. S. Army, U. S. Navy, and Defense Information System Agency. Participated in contracts negotiation and evaluation of contractor's pricing proposals.

Led teams of 15 to 30 engineers, project managers, and logistics personnel.

Defined and resolved interoperability and requirements issues between Government counterparts. Participated in contracts negotiation and evaluated contractor's technical, management, and pricing proposals.

U.S. AIR FORCE Scott Air Force Base 1985-1987

Chief, Leased Systems Branch - Captain

Supervised seven project managers during the acquisition and implementation phase of a complete base upgrade of telecommunications system including DSS, outside/inside distribution systems and telephone instruments for each project. Contracts value over $45M.

Served as the Senior Program Manager for 25 technical and management proposal evaluation boards.

Prepared the final detailed source selection technical and management evaluation report. Presented these reports and received approval from the senior officer advisory panel.

Project Manager - Captain

Responsible for the site surveys to determine telecommunications requirements. Developed technical evaluation standards, reviewed SOW and EPS. Evaluated technical and management proposals. Contracts value over $30M.

Chaired face-to-face technical discussions with contractor and participated in contract negotiations.

On-site project manager for a priority 1-1 project. Chaired contract progress meeting; ensured that all facets of the program were completed on schedule and within budget.

U.S. AIR FORCE McClellan Air Force Base 1980-1982

Unit Installation Officer - Captain

Managed six installation branches with 254 military personnel and 54 civilians.

Responsible for mobile depot maintenance, modernization, relocation, removal of fixed wire communications-electronics-meteorological equipment and various electronic radar systems on a global basis.
