Participated in conferences, meetings, panels, and working groups for analyses of systems performance.
Served as Project Manager, directed teams of engineers developing cost estimates, Statements of Works (SOW), equipment performance specifications (EPS) and contract data requirements.

Supervised seven project managers during the acquisition and implementation phase of a complete base upgrade of telecommunications system including DSS, outside/inside distribution systems and telephone instruments for each project. Contracts value over $45M.
Served as the Senior Program Manager for 25 technical and management proposal evaluation boards.
Prepared the final detailed source selection technical and management evaluation report. Presented these reports and received approval from the senior officer advisory panel.

Chaired face-to-face technical discussions with contractor and participated in contract negotiations.
On-site project manager for a priority 1-1 project. Chaired contract progress meeting; ensured that all facets of the program were completed on schedule and within budget.
U.S. AIR FORCE McClellan Air Force Base 1980-1982
Unit Installation Officer - Captain
Managed six installation branches with 254 military personnel and 54 civilians.
Responsible for mobile depot maintenance, modernization, relocation, removal of fixed wire communications-electronics-meteorological equipment and various electronic radar systems on a global basis.
