GOAL

After recently moving to the Washington area, I hope to continue to use my extensive multi-state regulatory, policy and scientific experience coordinating and implementing complex federal/ state (FDA, EPA, DHS, NOAA) programs and chairing scientific committees to continue my public or consulting services.

Environmental Health Consultant / Technical Sales June 2000 to June 2010

StoneHill Environmental, Portsmouth, New Hampshire

Formerly for Brown & Caldwell, a national environmental health-engineering firm in Seattle, and recently for StoneHill, I did technical sales for complex environmental health projects and expert witness litigation including industrial waste clean-up sites and health impact investigations. I responded to environmental health complaints in homes, schools, businesses and government facilities to assess sources of environmental health hazards such as mold and other indoor air quality problems as well as hazardous waste sites. I conduct detailed building and site inspections as well as conduct health assessments with regard to exposures to mold, industrial waste and other environmental hazards. I write detailed engineering reports with recommendations for corrective actions to the facility and health recommendations for property owners and insurance industry. I developed and managed watershed programs for the York and Cape Neddick Rivers and several other watersheds in York and Cumberland Counties. I worked with elected officials and citizens to evaluate land-use patterns and identify and correct the cumulative impacts to water pollution and habitat damage.

I supervised, implemented and enforced environmental health programs for the U.S. EPA and U.S FDA including the National Estuary Program, National Shellfish Sanitation Program and the Childhood Lead Poisoning Prevention Program.

Washington State Department of Corrections

Environmental Health Manager June 1995- July 1996

I managed $10 million worth of environmental capital projects for over 100 correctional facilities statewide. Projects included upgrades to five wastewater treatment plants and issues concerning water supply, inmate health, hazardous waste and landfill clean-ups, fisheries and wetlands protection, endangered species and new facilities sites permitting. I performed extensive environmental education and outreach to facility managers and contractors. I managed budgets, contracts, consultants and a staff person.

Washington State Puget Sound Water Quality Authority

Environmental Supervisor October 1988 - June 1995

I supervised several multi-million dollar state water quality and planning programs as part of U.S. EPA’s National Estuary Program. I worked extensively with municipalities and counties and industries and provided expert witness testimony for the State Attorneys General Office and well as the Federal Department of Justice and private corporate attorneys for civil and criminal litigation against large industrial polluters. I regulated and provided technical assistance to Naval and Army military bases and other federal facilities.

King County/ Metropolitan Seattle

Industrial Waste Investigator January 1983 – October 1988

I administered, implemented and enforced part of a Federal Clean Water Act, Industrial Pretreatment Program to control industrial discharges into the municipal sanitary sewer system. I wrote, issued and enforced discharge permits, provided technical assistance; reviewed/ approved engineered industrial waste treatment systems and cost estimates. I also performed compliance inspections for 65 industrial and hazardous waste generating facilities including Boeing Aerospace, shipyards, military facilities, large printing operations, electronics factories, food processing facilities, heavy industrial manufacturing (trucks, trains). I assured compliance with all environmental regulations, evaluated hazardous waste clean-up sites, negotiated contracts, approved plans and specifications and handled related enforcement litigation. I assisted with the development of policies and regulations, including EPA's federal industrial pretreatment manual and trained other staff.
