Mr. Urooj Malik commands over two and half decades of experience in sustainable socioeconomic development and management in the Asia-Pacific region. His career began at the Asian Development Bank (ADB) in early 1985. During the last 10 years at ADB (1999-2009), Mr. Malik served in the senior management stream, at both the country and regional levels, and in both capacities as Country Representative and Sector Director in technical operations. Following voluntary early retirement from ADB in 2009, Mr. Malik was appointed as Chairman of a social enterprise that focuses on carrying out environmental conservation and rural development work in the Philippines. He is also Professor of international management and sustainable development. Professor Malik’s main areas of expertise in management comprise: strategic planning; policy development; program management; human resource management; business development; and budget formulation; and office management. At the technical level, Professor Malik’s skills and experience include: economic policy and sector reform; corporate social responsibility; climate change; minerals and renewable energy development; agriculture and rural livelihood improvement; water resources management; environmental governance; and biodiversity conservation. He possesses strong leadership ability to effectively manage complex projects within multi-cultural, inter-disciplinary teams. ASIAN DEVELOPMENT BANK (1985 – 2009)

Initial recruitment in the ADB under a highly competitive Young Professionals Program designed for comprehensive 2 year training (1985–1987) through hands on experience and exposure to the Bank's mainstream operational departments. Final postings through successive promotions in ADB's former Energy and Industry Department as a Project Economist covering developing member countries in the entire region (1987 1993). Moved to Programs Department in 1993 and appointed as Country Economist for Viet Nam, Lao PDR and Cambodia, with subsequent promotions to Senior Economist and Principal Economist with the responsibility of overlooking country economic and strategy work for all Mekong countries, and contributing to the development of the flagship program on promoting regional economic cooperation in the Greater Mekong Sub-region (GMS). Assigned as the Bank’s Country Director in Cambodia in 1999. Upon return to ADB Headquarters in early 2004, promoted and appointed as Director, Infrastructure Division (Energy, Transport and Telecommunications), Mekong Department. In 2005, again promoted to Senior Director, Agriculture, Environment and Natural Resources Division responsible for the entire Southeast Asia Department (SERD), including the Mekong countries.

CAREER DEVELOPMENT

Concurrently: Co-Chair of the Bank-wide Environment Community of Practice (CoP), Member of CoP on Agriculture, Rural Development and Food Security, Panelist for the Advisory Panel for the Study on Economics of Climate Change in SE Asia, Member of Bank-wide Task Force on Food Security, Co-chair GMS working groups on Agriculture & Environment, & Chair of Coral Triangle Initiative Task Force.

Major Contributions to-date:

Scaled up the division’s program from $75million to $250-300 million per annum over 4 years. Directed and managed a growing portfolio in excess of $1.5 billion, on all aspects of the project cycle, from concept to design, processing, implementation and completion (see Annex on a list of sample projects). Undertook program and budget management, and supervised over 50 staff and long-term consultants working for the division. Presented projects to ADB President and senior management, and successfully defended them at Board meetings. Mobilized significant joint and parallel co-financing resources to the tune of $150-200 million (as loans and grants in the first 3 years as Director) from various partners including: the Islamic Development Bank, International Fund for Agriculture Development (IFAD), OPEC Fund for International Development (OFID), the World Bank, Global Environment Facility (GEF), Food and Agriculture Organization (FAO), United Kingdom’s Department for International Development (DFID), French Development Bank (AFD), Australian Agency for International Development (AusAid), Swedish International Development Agency (SIDA), United States Agency for International Development (USAID), Finland, and the Netherlands.

Directed and organization the first GMS Environment Ministers’ Meeting in Shanghai in May 2005 and the first GMS Agriculture Ministers’ Meeting in Beijing April 2007; conceptualized the formulation of the GMS Core Environment Program (CEP) and its flagship - Biodiversity Conservation Corridors Initiative, launched at the Second GMS Summit of Leaders held in Kunming, PRC, as well as the preparation of GMS Agriculture Support Program and its flagship Bio-fuels and Rural Renewable Energy. Enhanced partnerships with key international players in the agriculture sector, namely FAO, IFAD and CGIAR centers; provided oversight in the establishment the GMS Environment Operations Center (EOC), a multi-donor, multi-million dollar grant facility for implementing CEP; expanded regional cooperation operations into ASEAN, especially through support for Heart of Borneo(HoB), Sulu Sulawesi Sea Marine Eco-region (SSME), and the Coral Triangle Initiative(CTI). Assisted in the organization and conduct of the first GMS and CTI Leaders’ Summit.

Initiated work on transnational water governance with the Mekong River Commission (MRC). Introduced Clean Development Mechanism, Corporate Social Responsibility and carbon trading concepts in the design of ADB and private funded projects. Fostered strong partnerships with conservation NGOs (especially Conservation International, World Conservation Union, The Nature Conservancy and Worldwide Fund for Nature). Represented ADB at high level forums and made presentations at various institutions on agriculture, energy and natural resources, rural sector development, environment and sustainable development. Director, Infrastructure Division (Energy,Transport&Telecomms), Mekong Department (2004 - 2005)

Concurrently: co-chair of GMS Working Groups on Energy, Transport and Telecommunications Sectors, and the Regional Power Trade Coordination Committee in the Mekong.

Major Contributions:

Supervised the formulation and implementation of major transport and energy projects with a division portfolio amounting to over $ 2.0 billion, including the program for hydro energy in Lao PDR namely, Nam Theun II Hydropower Project for supply of electricity to Thailand, co-financed with the World Bank, AFD and the European Investment Bank. Mobilized significant resources from public and private sector agencies in the range of $0.5 billion. Diversified the program portfolio to include major power interconnection and trans-national highway projects. Initiated major studies on sustainable energy and transport development in the GMS, with support from the governments and development partners. Helped to introduce for the first time in the Mekong countries the concept for payments for environmental services. Contributed to joint World Bank, Japan Bank of International Cooperation, and ADB’s analytical work on Sustainable Infrastructure Development in Southeast Asia. Country Director, Cambodia Resident Mission, Mekong Department (1999 - 2004)

Major Contributions:

Coordinator of the Government-Donor National Forums to monitor reforms on behalf of the entire aid community (with the Cambodian Prime Minster in-chair), as the Dean of diplomatic core/donor group in last two years in Cambodia; co-chaired donor Working Group on Natural Resources Management with the Minister of Agriculture, Forestry and Fisheries and FAO Representative, as well as the Working Group on Fiscal Reform with the Senior Minister of Finance and IMF Representative in Cambodia. Assisted in the organization of the first-ever GMS Summit of Leaders in Phnom Penh. Engaged in high level policy discussions to addressed concerns expressed by civil society in the areas of agriculture, natural resources and environmental governance. Assisted in the establishment of the Supreme National Economic Council (within the Office of the Prime Minister) through design and management of a multi-phased technical assistance for institutional development and capacity building. Major Contributions:

Prepared the very first Strategy Studies and Economic Reports for Viet Nam and Cambodia. Led missions to Cambodia, Lao PDR, Myanmar, Thailand and Viet Nam to formulate lending programs, reviewed political and economic developments, monitored the implementation of operational program, assisted in appraisal of loan projects, and formulated technical assistance proposals in the areas of macroeconomic management, public sector governance, sector policy reform support and capacity building.

Project Economist, Energy and Industry Department (1987 – 1993)

Major Contributions:

Led missions to member countries to appraise projects in the energy and industry sectors, especially for oil and gas development, minerals production, and energy efficiency and conservation projects, in access of $ 1 billion. Carried out project economic and financial analysis, supervised sector studies, formulated loan and technical assistance projects, administered loans, undertook policy dialogue on sector issues, organized seminars on topical themes and represented the Bank in international conferences.

Market Analyst - Worked in the Natural Resources Division in-charge of developing business through high level industry contact in Pakistan in the areas of Energy, Minerals and Petrochemicals, and generated business worth $250,000 over the 2 year period.
