From 1998-2010 I had had the distinct privilege of serving as Deputy Chief of Police for the Luling, Texas Police Department and serving the citizens of Luling, Texas. In my capacity as Deputy Chief I have served as both Field Operations and Special Operations commander. These positions included the following duties:
• Supervise all aspects of police patrol including K-9, narcotics detection, traffic enforcement, and emergency police response
• Supervise all aspects of public safety telecommunications including 9-1-1 enhanced Public Safety Answering Point
• Supervise, report, design, and conduct all aspects of law enforcement and public safety communications training.
• Supervise and/or conduct internal affairs investigations regarding complaints against police personnel.
• Supervise and conduct community-oriented safety and education programs, including school-based safety programs for students, faculty, and administrative personnel.
• Design and conduct Luling Citizen Police Academy
• Act as Chief of Police in the absence of the Chief of Police
In these positions I was assigned the tasks of assisting with the design of and implementing formal Community-Oriented and Geographic Specific Policing Programs and to reorganize the agency and modernize its services and professionalism, addressing employee moral, training, and leadership issues. Within 12 months of hire I investigated, authored, and implemented policies governing all aspects of the department resulting in higher productivity, safer work conditions, higher visibility and greater police service in the community by implementing neighborhood watch organizations, and lower risks for civil litigation. In 1999 I organized and implemented the first Luling Civilian Police Academy.

Special honors and awards
* DISTINGUISHED COMMAND SERVICE CITATION Awarded the Distinguished Command Service Citation in 2007 by the Luling Police Department for exemplary line of duty actions in securing the safe release of a kidnapped person
* DISTINGUISHED SERVICE MEDAL Awarded the National Association of Chiefs’ of Police Distinguished Service Medal in 1998 and Inducted into the American Police Hall of Fame for dedicated service and instrumental action in training and policy formation resulting in less chance of civil litigation and resultant cost to city and department.
*POLICE SUPERVISOR OF THE YEAR Awarded Police Supervisor of the Year by department peers in 2004 for police supervisory actions throughout the year.
* POLICE LIFE SAVING MEDAL Awarded the Police Life Saving Medal for line of duty actions that involved in the saving of a life. 10 awards 1982-2008. Actions included: rescue and successful resuscitation of a 5 year old pool drowning; successful first response treatment of a 16 year old motorcycle accident victim, and; rescue and resuscitation of a 5 year old accidental hanging victim.
