SUMMARY

Over thirty years of experience of increasing responsibility in the management, planning, coordination, construction, and operation of water and wastewater processing facilities. The skills acquired include AutoCAD, project management, personnel management, plant operational methods and their impacts upon the goals of the processing facility, Operation and Maintenance Manuals for a plant and its equipment, regulations that impact operation and construction, budget development for projects and plants, specification development, etc.

Prepared the 5 Year Capital Improvement Plan, provided input for the annual budget, integrated engineering services, supervised design engineers and construction contractors, reviewed and recommended payment of contractor’s pay requests/invoices, updated numerous specifications, modified same to various purposes (supply contracts, engineering contracts, construction contracts, and in-house work documents), designed numerous in-house projects, provided technical and contractual advise to plant manager/personnel, reviewed/prepared Soil Erosion and Sedimentation Control plans, reviewed/prepared engineering plans and specifications, developed the Plant’s Operation and Maintenance Manual, evaluated treatment systems, advised operation and maintenance staff.

Prepared the 5 Year Capital Improvement Plans, ISTEA funding applications, Cost Center Budget, personnel application tests, training, evaluations, and interviews. Provided budgetary oversight of the annual budget, prepared numerous engineering project budgets/estimates, supervised outside consultants, and prepared the Lead Consultant contracts. Provided technical advice to various City Departments (Administration, Police, Fire, Building and Safety, Water, Wastewater, Water Service Center, City Council) and to the public. Supervised/issued various permits to the public.
