• I was involved with Centurion Fire, Rescue, Disaster and Emergency Medical Services from 1992 and in 2001 became the youngest person ever in Tswhane (Pretoria) metropolitan council to be promoted to the position of Station Commander.

May 10 – Present Burkan Munitions Systems LLC

Position: Safety & Emergency Services Manager

Burkan Munitions Systems LLC is the first ammunition factory in the United Arab Emirates, located on a dedicated area in Zayed Military City, Abu Dhabi. The factory manufactures, tests and assembles various types of ammunition, including aircraft bombs, artillery rockets, artillery, mortar, infantry and naval rounds. The company will also encompass an integrated demilitarisation plant for the environmentally friendly disposal of explosives and ammunition using the latest technology of thermal disposal.

Vandré is responsible for development and implementation of an Environmental, Safety and Health Management System and also the management, maintenance and improvement of the fire station, clinic, ambulances, fire engines, equipment and training of personnel in health and safety, fire fighting, rescue and emergency medical care of the critically injured or ill. He has several functions in the operation and management of the test range and testing of ammunition.

Dubai International Airport Expansion – Phase II (AX 124 – Concourse 3)

Position: Senior Construction Risk Advisor – Emergency Response Management

The third concourse was included in the Dubai Airport extension programme to accommodate the increased number of passengers from the new A380 superjumbo. It will have 20 contact gates, of which 18 will be for the A380. It is a fully airside structure and is connected to Terminal 3 via an automated people mover in addition to vehicular and baggage handling systems utility tunnels.

In its elliptical shape are 2 rectangular volumes that hold both 4 and 5 star hotels. The first and business class lounges are located on 2 separate levels below the hotel, including arrival and departure floors and a duty free area.

Contract Value: AED 4-300-***-***

Area: 580 000 m

Contract Period: 29 months

Vandré is responsible for the overall implementation and setup of the Rapid Response Protocols and Plans, which includes any medical, trauma, rescue and fire related emergencies. Vandré will be supported by the Emergency Response Team. His specific responsibilities are to:

• Receive updates of the emergency plan drawn up by the CRM Advisor or committee, and approve the use of all emergency-related resources.

• Assess the situation during an emergency and direct actions to prevent loss of life and minimize damage.

• Maintain contact with Senior Management.

• Establish communications with civil authorities when required during the inspection and investigations.

• Oversee work stoppage, evacuation, and recovery efforts.

• Decide and communicate when an emergency is under control and authorize the “all clear” signal.

• The nature of the construction was apartment buildings of 27 floors and government housing.

• Managed a Clinic on a Construction Site serving more than 3000 people.
