The company had been idle for three years while seeking new investors. As the senior operations executive, I restarted production operations, and rebuilt the supply chain. Created and managed the production strategy (for the San Antonio and West Virginia facilities) and cash flow plans to go from development to low-rate to full-scale production.
Implemented Program Management methods. Overcame production stops by identifying critical paths and recovery plans, and innovative solutions to manufacturing and supply chain issues.

Led a multi-disciplined design and manufacturing engineering organization. Implemented engineering and manufacturing program management, re-engineered manufacturing operations for wing production, led the design effort for the 328 Envoy (12 seat business jet) engineering and certification. Transferred the Dornier 328 wing production line and associated engineering from Germany to the Texas. Implemented significant improvements in product quality and reduced the production man-hours from 2,800 hours to 1,800 hours per wing and COGS by 30%. Re-engineered the factory for CNC machining including high speed 3 spindle 5 axis gantry machines, hydro-forming, chemical processes, heat treat and composite assy. Created infrastructure of design and process engineering, configuration management, Material Review Board (MRB), including all necessary engineering and manufacturing processes & procedures for the 328 jet wing production. Obtained German LBA DRE authority (equivalent to FAA DER).
Led the Envoy 3 business jet executive configuration design, FAA certification (STC) and completion. Reduced cycle time by 40% and completion costs from $3.5M to $2.0M. Responsible for engineering and manufacturing operations.
Directed international electrical, mechanical, systems, aeronautical, material, process, tooling, manufacturing and production engineers, in the development of a new wing for the Fairchild Dornier 428.
