2004-2007 U.S. Army, 5th Signal Command, Mannheim, Germany Assistant Deputy Chief of Staff (AG-3).

• Provided program oversight and project management for Europe-wide Army telecommunication networks (voice, data, NIPR and SIPR), engineering, contracting, and security. Responsible for all aspects of strategic planning, implementation and support.

• Hired and managed a diverse staff consisting of 170 civilians, 15 contractors and 30 military personnel.

• Chaired command budget planning and utilization boards and determined final priority plans for expenditures.

• Managed communication equipment/supply/logistics warehouse for organizational reorder, spare stockage and deployment.

• Developed training cycles for successful Six Sigma (five G-3 green belts) and ITIL pilot implementations concentrating on Service Support, Management and Delivery.

• Provided senior guidance approval over Network Operations Center (NOC) for communications and security oversight personnel and separate Enterprise Service Desk (ESD) for personal computer users across European Theater. .

• Command representative for communications support to joint military exercise meetings chaired by USAREUR, EUCOM and DISA Europe.

• Program oversight for the stand-up of the first three Army Processing Centers (APC’s) consolidating services, servers and applications centrally. This resulted in the pilot program that began the Army’s European Drawdown and consolidation of forces.

1995-2004 Defense Information Systems Agency (DISA), Continuity of Operations and Test Facility (DCTF), Slidell, Louisiana.

Deputy Commander.

• Selected by the DISA Commander as the initial site employee to stand up Disaster Recovery, Computer Back-up and Enterprise Testing Operation, authored organizational master plan pilot documents.

• Formulated, justified and executed $23 million annual congressionally funded budget with 121 government and 66 contract personnel.

• Supervised project management, facility, warehouse, safety, personnel, security programs, finance, procurement and contract obligations.

• Developed Concept of Operations Plan, Organizational Self Assessment, Security Test and Evaluation reports covering Corporate Strategy, Disaster Recovery, Vendor Acquisition, Facility Construction and Maintenance.

• Directly interfaced with Congressional office, City Mayor’s office and Louisiana state disaster preparedness representatives to ensure longevity and continued site operation.

• Oct.’03-Jan ’04 Special duty assignment to Iraq as a government contract manager for networking (data and voice) projects within the Green Zone. Contracts included NOC, Government of Iraq Center (GOIC) and the Baghdad Convention Center facilities.

1994-1995 DISA Western Hemisphere, Headquarters Washington DC, Navy Information Data Centers, work site Jacksonville, Fl.

• Successfully relocated data processing workload and 2,100 government personnel from 27 Navy and DLA sites to four (4) DISA sites.

• Established a program plan that required me to design, develop and complete project management and tracking plans. Completed business transition schedules, operations research studies, independent verification and validation testing, transportation, budget and security/safety reviews ensuring timely results.

1983-1994 Naval Supply Systems Command (NAVSUP), Data Processing Service Centers (DPSC), Charleston, SC; Guam, Subic Bay PI.

Director - Deputy Director.

• DPSC Charleston, 1992-1994 transformed 3rd largest Navy Data Processing Service Center to DISA site. Customers included DFAS, DLA and Navy management centers.

• DPSC Guam 1991-1992 updated 1970’s to 1990’s technology. Upon completion of transformation duties returned to DPSC Charleston.

• DPSC Charleston, 1987-1991 converted Burroughs hardware to IBM mainframes. Promoted to GS-15 in January 1988. Managed technology transformation pilot program.

• Deputy Director, DPSC Subic Bay, Philippines 1983-1987. Initial position Manager of Applications Software Division, GS-13. Promoted GS-14 in June 1985.
