Independent Consultant/ Business Management/Program Analyst/Technology Administrator. Ms. Martin provides contracting, financial, research, conferencing & administrative management support to clients in both the government and private sector. In this capacity, she provides financial assessment and reporting capability; develops financial and technical documentation, presentations and other top-level related documents; coordination and other collaborative support to interdisciplinary and international focus meetings/conferences; interfaces with multiple government agencies and contractors and tracks the status of pending events; and assists the client with briefing preparations, program reviews and the tracking of business expenses. Ms. Martin provided administrative management and program support for a client in the Intelligence Community (IC). Program Analyst, Advanced Technology/Systems Engineering Group. Ms. Martin provided administrative management and program support for the Defense Advanced Research Projects Agency (DARPA) Biological Warfare Defense (BWD) program. In this capacity, she developed technical documentation, presentations, vu-graphs, and other top-level related documents; provided program management that entailed providing expert planning, scheduling and agenda planning; coordinated conferences for DARPA program managers (PMs); interfaced with other government agencies and contractors to resolve programmatic discrepancies, and track the status of pending events; assisted in preparation of interagency and international meetings; assisted DARPA PM’s in strategic planning; and assisted DARPA PM’s prepare for briefings, and program reviews.

1996–1998 DynCorp/DARPA

Research Analyst. Ms. Martin provided coordination, facilitation and technical reporting of top-level technical meetings supporting the Bosnian Command and Control Augmentation (BC2A) Program, financial management and contract administration support to Department of Education (DoE) and research management support to DARPA’s Defense Sciences Office (DSO). She worked closely with the other government agencies, engineers and PMs on a daily basis to formulate technical documentation and presentations addressing BC2A’s Configuration Control Board (CCB), Directors Management Review (DMR) and Common Operational Picture (COPs). Ms. Martin was the technical reporter for the Daily Site Review Teleconference and responsible for producing accurate in-theatre operational reports both used internally and sent to the Joint Chiefs of Staff. While contracted to the DoE, she was responsible for downloading financial status reports from the main frame, preparing monthly status reports and administrative management transferring the effort back to the government. And while contracted to DARPA DSO’s Advanced Bio-Medical Program (ABMT), she provided contract & financial administration support and initialized the transfer of programmatic information for the final brochure encapsulating the importance of the ABMT program.

1995–1996 KPMG Peat Marwick

Administrative Manager. Ms. Martin provided technical writing and reporting of top-level financial reports and contract administration support to the DC Audit Department of KPMG Peat Marwick. She worked closely with the Partners and Engineering in the development of the newly formed Risk Management Department. She provided agency engineering department with electronic space allocation requirements, provided the information technology group with electronic/computer needs assessment and assisted in the hiring process for support staff.

1993–1995 Marriott Corporation

Engineering Office Manager. Ms. Martin provided financial management and procurement support for the Tyson’s Corner Marriott. In this capacity, she developed and planned the department budget; successfully bid and contracted capital improvements; provided cost analysis on proposals, tracked contract actions and developed status reports. She was also responsible for resolving obligation discrepancies. On a corporate level, Ms. Martin developed performance objectives and coordinated & facilitated training and cluster meetings for the Mid-Atlantic Chief Engineers and their Engineering Office Managers.

1990–1993 Self-Employed

Owner/Manager. Ms. Martin provided financial management and support for personally held real estate. She negotiated the purchase of 3 multi-unit properties with-in three years to include partitioning of state governments in the release of properties. In this capacity, she successfully bid and contracted capital improvements and she developed leasing agreements.

1990–1992 E-Systems

Computer Analyst/ Equipment Operator and Archivist, E-TAG. Ms. Martin set up specialized equipment for recording and retaining technical data. Operated an IBM PC. Ms. Martin held a top secret SCI Security Clearance.
