Vice President of Capture and Proposal Operations

Managed and directed capture and proposal activities for IT firm with $119M in annual revenue. Served as Deputy to Sr. Vice President of Business Development, providing direct management of staff and overseeing department operations. Assigned monetary and personnel resources to meet daily requirements and long-term commitments.

Accomplishments:

• Launched first formal capture and proposal management group. Hired, coached and mentored professional capture and proposal managers, enabling company to be more competitive in its pursuit of new business.

• Created initial revenue model to provide a complete and comprehensive forecast of future revenue. Model combined both actual revenue on current bookings with target opportunities, weighted with probabilities of wins. Capture Manager (10/2006 - 09/2008)

Served as local business unit VP’s Capture Manager, and directed a team of professional technical writers.

Accomplishments:

• Charged with increasing market share in the Tampa/Florida market. Researched, identified, and led the capture of several opportunities, resulting winning two key contracts - the Florida IT Term contract and the Hillsborough County IT Term Contract. These contracts facilitated the procurement of additional local contracts, expanding local market share.

• Assigned to capture INSCOM IT Opportunity with an estimated value of $200M. Developed capture plan in a manner that allowed subsequent manager to continue capture efforts with no degradation or downtime.

Provided overall program oversight for Mentor Protégée Program and developed a program management plan for improving technical and functional operations for small IT business Protégée.

Accomplishments:

• Designed and led installation of integrated test facility/lab for Protégée company that encompassed a wide range of technologies, including Microsoft, CISCO, and VMware. Conducted weekly meetings to facilitate plan implementation.

LOCKHEED MARTIN - INFORMATION TECHNOLOGY, MacDill AFB, Tampa, Florida ● 10/2004 - 10/2006

Organization under Lockheed Martin, tasked with mandate to win government sector IT contracts.

IT Director

Directed all IT services for organization with 3,000+ employees, 12 disparate computer and communication networks, and numerous essential applications, including unique DoD systems and custom developed web and database applications. Served as principal manager of diverse IT staff, consisting of over130 staff members organized into 14 different, highly focused work centers.

Accomplishments:

• Senior director of team charged with developing solution to expand customer's extremely inadequate data storage network. Led team to design solution and implement $4 million EMC Storage Area Network that tripled data storage capabilities and established processes required to protect data.

• Customer's Microsoft environment was at the end of Microsoft support, and had not yet migrated to Microsoft 2003 Active Directory and Exchange 2003. Directed team in implementation of project plan, resulting in a new IT environment for customer.

• Managed network team to develop engineering and program plans to upgrade customer’s most critical LAN, resulting in a network that offered redundancy on major nodes and improved operational uptime of entire network.

• Directed team that established use of virtual machine environment using VMware to consolidate physical server environment by more than 15%.

UNITED STATES ARMY ● 5/1981 – 10/2004

Chief, Mission Systems Branch (Lt. Colonel) US Central Command, MacDill AFB, Tampa, Florida (08/2000 - 10/2004)

Senior Manager/Executive responsible for critical major IT systems for US Central Command's efforts in leading America's international effort in the Global War On Terrorism, Operation Enduring Freedom (OEF), and Operation Iraqi Freedom (OIF). Managed IT budget of more than $2 million and directed IT team of more than 50 members. Successfully managed all Command and Control systems (comprised of 4 disparate networks), WEB and database applications development/maintenance, and Consolidated Communications Systems supporting forces throughout the United States and Middle East. Led 250 IT professionals providing support to nine distinct computer LANs containing over 150 Servers and 4500 desktops while split base operations were conducted between the headquarters and the forward headquarters.

Accomplishments:

• Command's Command and Control system (GCCS) did not have a managed replacement project plan, resulting in mismanagement of the entire system. Directed team to develop and implement project plan to provide management oversight for $100 million in major IT systems, and enable the identification of required upgrades based on life cycle and importance. As a result, system capability allowed no operational downtime during Operation Iraqi Freedom.

• Established and built Web and Database Development Section to include 15 developers engaged in creating numerous tools to meet Commander and staff’s requirements, including tool used to build and show Commander's daily update/brief.

• Theater’s communications condition required location of Command and Control system’s central hub to be in Saudi Arabia. Managed team to work with theater network planners; improve connectivity back to MacDill AFB; and relocate this critical hub to Command headquarters. Project improved situational awareness for Commander, and provided the National Command Authority with ability to link to the Command's systems.

• With the approach of Operation Iraqi Freedom, Command established forward headquarters in Qatar. Led team of contractors and service members to set up and run IT services, enabling Commander and staff to successfully lead both OEF and OIF operations from this forward headquarters.

• The Defense Information Systems Agency (DISA) was updating its Joint Operational and Planning System. As Command's primary point of contact, ensured that no changes were implemented prior to extensive testing and coordination with Command's operational planners. Efforts resulted in Command not losing JOPES capability during most critical phases of OIF and OEF.

Deputy Chief, Intelligence Systems Integration Branch (Major) US Joint Forces Command, Norfolk, Virginia

(07/1997 - 07/2000)

Senior executive charged with developing first ever collaborative environment (JIVA) within the intelligence network. Developed project plan that tested 25 mission critical systems for Y2K and served as Command’s POC on the Intelligence Technical Direction Committee. Provided direct oversight and leadership to implement over $3 million in new information technologies supporting the military intelligence community.

Accomplishments:

• Command's Intelligence Centers did not possess a collaborative environment enabling the electronic collaboration with internal and external resources. Directed team that included government contractors and Command's intelligent organizations to create initial environment and develop tactics and techniques in its use. Implementation led to future implementations with newer technology in Global War on Terror, OEF and OIF.

• Command created a Y2K planning committee early in 1999 that was charged with positioning Command to enter Year 2000 (Y2K) with minimal disruption to its computer systems. As Intelligence Director's primary POC, was tasked with developing and implementing project plan that tested 25 mission critical intelligence systems. Efforts enabled identification of three flaws that were fixed prior to Y2K, resulting in all systems transitioning to Y2K with no problems.

• The intelligence national networks and computer systems are tightly controlled to ensure no unauthorized use via networks. As a member of the National Intelligence Technical Direction Committee, was Command's primary POC in the implementation of Microsoft 2003 Active Directory. Program was successfully tested, accredited and implemented.

• Acted as technical supervisor of team that established first-ever DOD collaborative environment using Information Work Space, including the design and development of a supporting operational study.

Promoted to Lt. Colonel – 1999.
