Civil Engineer
I am a Professional Civil Engineer with 24 years of experience in various civil engineering disciplines including construction management, roadway and bridge code compliance and utility verification, design and relocation. During the past 14 years I have worked on 12 different DART related projects and have served as the Third Party Review Manager for all property owned by DART. Most recently, I served as the RCM for the NWROF Project. This project has afforded me the opportunity to perform quality audits, monitor and resolve nonconforming construction, write supplemental agreements, review pay applications, supervise change negotiations, monitor construction, coordinate as-built drawings and oversee the closeout of this project. My various other positions and projects have allowed me to research and enforce Federal, State and local codes and regulations, assist in the writing and modifications of project specifications, review submittals and review construction issues and claims. With my years working on these projects and within the engineering community, I have become familiar with construction policies, requirements and codes. I have also used Microstation to produce base files and modify contract drawings.

DALLAS AREA RAPID TRANIST (1997 – 2011)
DART/ ACT21 Northwest Rail Operation Facility Field Office
Resident Construction Manager (9/10 – 3/11)
Responsible for the construction management closeout of five construction contracts on a 37 acre site including four buildings and all rail and utilities associated with this light rail transit maintenance facility. This project has afforded me the opportunity to perform quality audits, monitor and resolve NCR’s, write SA’s, review pay applications, supervise change negotiations, monitor construction, coordinate as-built drawings and oversee the closeout of this project. Resolved all outstanding quality and warranty items for DART Maintenance. Clarified to O&M their questions about contractual SOW vs. engineering/ technical guidelines that impacted them after construction including addition scope of work that had to be handled by miscellaneous construction. Ensured all warranties were in place according to the specs. Act as a resource to and a liaison between division and other DART departments and external stakeholders regarding engineering technical support and related issues.
DART/ACT21 Northwest Rail Operation Facility Field Office
Field Engineer (10/08 –9/10)
Responsible for Non-conformance Reports on four construction contracts, review of Project As-built Plans for content on four construction contracts and Project Audits on one construction contract. Also responsible for, assisting in Requests for Information, Supplemental Agreements and on site deficiency resolution on four contracts. Interfaced with the project manager and Act21 design teams to clarify all design changes during construction. Handled all RFIs. Monitored all five contracts the testing results, including materials and equipment, according to DART test criteria, plans and procedures for submittal approval. Reviewed and updated cost estimates on scope changes for negotiations. Monitored quality assurance during construction.
DART/ACT21 Third Party Reviews
Design Compliance Coordinator (1/05 – 10/08)
Responsible for review and approval of proposed third party buildings, utilities, parking lots, sidewalks, trails and roadway systems along and crossing the Dallas Area Rapid Transit (DART) right-of-way. All proposed developments were reviewed to identify and resolve impacts and insure compliance with Transit (DART)’s design criteria, Texas Department of Transportation requirements and the respective City requirements.
DART LRT Extension Central Business District 2
Utility Coordinator (8/05 - 4/06)
Responsible for coordinating the completion of public utility, franchise utility and existing tunnel Microstation base maps as part of the Dallas Area Rapid Transit (DART)’s light rail transit (LRT) expansion project for a second downtown service line in Dallas, TX. This new downtown section will connect to the SE-1 and NW-1A lines.
DART LRT Extension Irving Line Sections I and II
Utility Coordinator (8/05 - 3/06)
Coordinated the completion of public utility Microstation base maps as part of Dallas Area Rapid Transit (DART)’s light rail transit (LRT) expansion project that extends the services to areas outside of Dallas, TX. Mr. Curtis provided services for the Irving/DFW line section I-2 which will add a further 3.4 miles of at-grade line between O’Connor Boulevard and State Highway 161 (SH 161) and International Parkway in Irving, with stations at Royal Lane and SH 161.
DART Northwest Corridor NW-1B Line Section
Utility Team Leader (2002 - 2004)
Supervised two junior engineers as part of this project. Our team was responsible for verifying the location and size of existing utilities; evaluation and resolution of utility conflicts; assessment of facilities’ compliance with applicable codes and determination of protection; and relocation or replacements for municipal potable water and sanitary sewer lines using as built plans and field investigation. This 3-mile project involved the design of 4,613-foot water lines and 2,645-foot sanitary sewer lines. Our design was coordinated with Dallas utility departments and franchise utility companies. The design was also coordinated with drainage, irrigation, and LRT systems, as well as street modification, track alignment, corrosion control, and demolition designed for this project. Review of franchise utility plans, survey information, plats, third-party utility design proposals, existing and proposed easements, and license agreements was also conducted.
DART Northwest Corridor NW-1A Line Section
Project Engineer (2000 - 2004)
Responsible for evaluation and resolution of utility conflicts; verifying the location and size of existing utilities; assessment of facilities’ compliance with applicable codes and determination of protection; and relocation or replacements for municipal potable water and sanitary sewer lines using as built plans and field investigation. This mile-long project involved the design of 1,240-foot water lines and 350-foot sanitary sewer lines with 130-foot encasement. Additionally, this project was coordinated with both Dallas utility departments and franchise utility companies to provide design for drainage, irrigation, and LRT systems, as well as street modification, track alignment, corrosion control, and demolition. Also, this project required the review of franchise utility plans, survey information, plats, third-party utility design proposals, existing and proposed easements, and license agreements. Responsibilities during project construction included review of contractors’ shop drawings, resolution of contractors’ requests for information, and the preparation of required change orders.

Project Engineer (2002 - 2003)

Project Engineer (1997 - 2003)
Responsible for verifying the location and size of existing utilities; evaluation and resolution of utility conflicts; assessment of facilities’ compliance with applicable codes and protection determination; and relocation or replacements needed for municipal potable water and sanitary sewer lines using as built plans and field investigation. Projects included NC-3, NC-4, and NC-5 within Dallas, Richardson, and Plano, TX. These projects involved the design of 5,200-foot water lines, including a 740-foot encasement and 740 feet of sanitary sewer lines with 300 feet of encasement. This project required the coordinated with each city’s utility department and franchise utility companies to provide drainage and irrigation design, LRT system elements, street modification, track alignment, corrosion control systems, and demolition. Franchise utility plans, survey information, plats, third-party utility design proposals, existing and proposed easements and license agreements were also reviewed. Responsibilities during project construction included review of contractors’ shop drawings, resolution of contractors’ requests for information, and the preparation of required change orders.

DART Northwest Corridor Environmental and Preliminary Design
Project Engineer (2000 - 2001)
Responsible for verifying the location and size of existing potable water, sanitary sewer, storm sewer, culverts, and drainage channels within the Union Pacific right-of-way using as-built plans and field investigation.
Illinois Department of Public Health
Environmental Engineer Program Manager (1990 - 1996)
Developed plan review and issued construction permits for new projects and approvals for modifications to existing public facilities. Also responsible for conducting on-site reviews to determine corrective actions; reviews of injuries to determine cause; and reviews of products and materials to determine compliance with state codes. Completed revised program code manuals, as well as drafted and edited the program learning course and test. I was the primary speaker at program conferences and a guest speaker at training seminars.
Illinois Department of Public Health
Environmental Engineer (1986 - 1990)
Conducted field surveys of public swimming pools, beaches, recreational areas, water slides, and youth camps at State Licensed Facilities. Additional responsibilities included the review of potable water supplies and sewage disposal systems, which were necessary for licensing and initial surveying.
