Summary of qualification

Civil Engineer and Construction Project Manager with 26 years of professional experience, currently just completed working for HLH Construction at Camp Hero, Kandahar, Afghanistan. I was the Project Manager for a $26 M construction contractor for the ANA at Camp Hero. Prior to that position I was imbedded with the USMC at Camp Leatherneck in Afghanistan, with job title of Construction Contract Official. I have experience with preparing 1391; JUFB packages, JARB packages, SOW for construction, submittal of DD250, LOGCAP Funding Request and SURL. Construction projects include SHASTA, LAMS-A, Big Top Shelter, API Tents and other tent shelters; Latrine, Shave Shower Units, gravel road construction, site prep; RLB Billeting, and PRB (pre-engineering building) construction.

Highland Al- Hujaz (HLH) Construction, Project Manager, for CSB, Camp Hero, ANA, November 2010 to June 2011

The project consists of the design and construction of a new Afghanistan National Army, Corps Support Battalion ($26 M) and related support facilities on Camp Hero, Afghanistan. The base will house approximately 1,400 personnel. Responsible for project execution at all stages including project development from design concept to final construction, budget, schedule, contracting actions, identifying and mitigating potential problems and taking timely action to resolve problems encountered. As the Project Manager I provided continuous evaluation and management of project cost, budget, scope, quality, all work-in-progress and schedule. In addition I managed the international project staff and local Afghanistan subcontractors. The work within this contract was constructed in accordance with current U.S. design and International Building Codes (IBC), Life Safety Codes (NFPA-101), Force Protection, NEC 2008 Electrical Standards and security standards.

The II Marine Expeditionary Force MEF Forward (FWD) required professional engineering and technical services support to augment the Command Element during deployment to Afghanistan. Manpower is of major concern as a result of continual requirements being levied to evaluate new technical and engineering initiatives. The MEF has determined that Contractor support is necessary to provide collaborative solutions to enhance the effectiveness of the II MEF in meeting its mission.
