BACKGROUND

Mr. Rajapakse brings over 25 years of experience in the management and delivery of complex systems to the investment, banking and pharmaceutical industries. His experience includes assisting companies in the following initiatives: IT Strategy Definition, Risk Management for Technology Projects, Data Reconciliation and Transformation, Business Process Reengineering, Change Management, and Program Management.

Prior to Innovative Business Strategies, he was a principal consultant providing management consulting services to the Clinical Data Operations and Regulatory Affairs departments at Pfizer, Inc. He has a solid background in regulatory reporting requirements for drug safety data, and clinical data management.

Prior to consulting at Pfizer Inc, he spent over 13 years providing systems solutions to Citibank, Marine Midland Bank, and Goldman Sachs. He supported the Consumer Banking, Private Banking and Telecommunications areas by providing technology solutions to meet their evolving marketing and sales strategies and to improve their client account management capabilities.

Global Business Technology: Clinical Data Operations/Regulatory Affairs, NY, NY

For the Vice President of Clinical Data Operations (CDO), managed the implementation of an electronic verification system to facilitate clinical database reconciliation. This solution resulted in a significant reduction in the time required for the CDO and Regulatory Affairs groups to manage, analyze and report on safety data from clinical trials

Led the Adverse Event Monitoring Reconciliation Task Force aimed at seeking technical and business process solutions for assuring consistency of data between the drug safety database and the clinical project database

Provided oversight and direction in the implementation of the electronic verification system for facilitating the final SAE verification at the time of database release

Coordinated cross-divisional communications and provided risk management and oversight of technical activities for the implementation of a new drug safety reporting system. This included reviewing and analyzing business requirements and technical specifications, developing a communications strategy and defining testing and user acceptance criteria.

Defined a strategy aimed at achieving architectural compatibility between Pfizer’s Corporate Information Technology and Central Research departments. Enhanced communications between the two groups in an effort to increase the leveraging of solutions across departments

Citibank: Assistant Vice President

Consumer Banking Group, Long Island City, NY

Defined the strategy for a branch account opening system that would serve as the front-end for the consolidated consumer bank customer database.

Designed and architected the front-end system with a view towards supporting CITICORP’s future marketing strategies

Led the implementation of the system: One Step Relationship Opening System (OSRO), which runs on Windows NT workstations, UNIX Branch Servers and a verity of DEC and IBM Mainframe computers. It is a three tiered Client/Server system with a Transaction OLE server that initiates Client Requests to the main system and an OLE Data Server that performs Data I/O to the Middle tier Oracle Database to manipulate customer data

Designed, developed and implemented the Queue Manager component of this system

Private Banking Group, Long Island City, NY

Served as the Senior Business Analyst/Manager for the Integrated Workstation initiative, which provides Private bankers with improved access to client information. The Integrator consolidates the product systems of The Private Bank into a single unified database, and supports both front and back office personnel. It gives the branch banker and investment officer on-line access to centralized client, account and marketing information, as well as providing productivity and analysis tools. It lets the branch service officer personalize client statements and execute “teller” transactions.

Gathered information regarding the current methods of communicating with clients, and worked with end-users to define an enhanced workflow to improve the servicing of client needs

Analyzed current client data and defined requirements for additional information needed for both servicing and marketing efforts

Led a team in the implementation of several components for retrieving data from the HOGAN, VISTA, CAS and TIPS systems

Designed and implemented a microcomputer based information system for Preferred Custody Services of Private Banking Sector. CITIACESS offers a variety of information on portfolio’s, cash transactions, holdings and trades that take place on a daily basis.

Led the definition of user specifications, design, testing and acceptance criteria

Performed analysis, design and coding of routines utilizing INFRONT “CPL/1” to allow file transfer between the micro and mainframe environments

Marine Midland Bank, N.A.: Analyst/Programmer

Analyzed, designed and programmed the IMPACT (Integrated Marketing Planning and Call Tracking) system, a database and tracking system designed to help manage the sales efforts of the bank’s relationship managers.

Analyzed, designed and coded routines utilizing Microsoft “C” to emulate IBM 3270’s in order to capture mainframe data and allow file transfer between the micro and mainframe CMS/TSO environments

Evaluated products that have been identified as necessary to the IBM OS/2 and SAA connectivity strategies and made recommendations regarding enhanced connectivity facilities products

Designed B2/SQL programs to gather data from the mainframe master files and downloaded to the IMPACT system on the IBM PC

Goldman Sachs & Co: Program/Project Coordinator

For the Design & Construction Department:

Designed and implemented an in-house Database Management System running on IBM 360/370 under VM/CMS utilizing PL/1 and REXX

Managed Data Communications Cabling System (TCMS) Project Company wide. Hardware included: IBM 3725’s, 3274’s, 3299’s and 3179’s, Wang and Quotron. (Annual budget 4-5 million)

Served as a technical liaison between the Telecommunication Department and the Design & Construction Department

Performed systems design and development of provisioning systems for telecommunications service offerings

For the Telecommunications Department:

Designed and implemented a Cable Management System utilizing BASE III+, 8086 Assembler and Clipper to control, organize and facilitate cable installations. This system provided managers with the ability to keep track of the massive quantities of cables the company installed in the various Domestic and International offices
